Passively, Percival lowers the base cooldown and energy cost of his other abilities. Upon activating Draw, he increases his attack damage by 50% for 1.5 seconds or until he deals his next basic attack.

Passively, Percival gains extra attack speed as long as he has not been damaged by an enemy champion in the last 3 seconds. Upon activating Focus, gives himself this effect again. Additionally, for 1 second after casting this ability, he cannot lose the attack speed bonus.

Upon activating Powerful Bullet, Percival's next basic attack will deal bonus damage and push the enemy back a very short distance. If they collide with another unit or terrain, extra damage and a 0.5 second silence is dealt. Seeing how some enemies can avoid unit collision, those ones are immune to the unit collision effects. This ability has a 3 charge limit.

Upon activating Flight-Like Step, Percival quickly dashes to a selected spot, dealing high damage to all enemies in a radius of the landing spot. This ability has a 3 charge limit.

O In a team fight, keep your position in mind. Positioning is crucial. True you have three charges of Flight-Like Step, but that doesn't mean you can just spam it. In the beginning of the fight, you may need to use it as a way to get out of the fray and at the end of it, you might need to use it to chase down some enemies. Of course, there are a number of uses for this ability.
O Keep in mind that Powerful Bullet and Flight-Like Step both, like all other champion abilities, have very slight cooldowns despite their charge-holding formats. When running, the best combo is E, R, E, R, E, R as it will make use of the split second cooldowns. Unfortunately for you, you might never get the chance to do all those abilities in one sitting due to the energy cost. For chasing, the first thing to ask is, "Do I even need to chase?", as Percival gets quite bursty. However, with that being said, using Flight-Like Step to get to the side or behind your opponent can allow you to use Powerful Bullet as an aggressive tool.
O Using Draw just before dumping as many Powerful Bullets and Flight-Like Steps as he can will allow him to get tons burstier, however, he barely has enough time to cast about half these abilities with cooldown reduction.
YYYYYYYYYYYYYYYYYYYYYYYYY Tips for Playing Against Percival YYYYYYYYYYYYYYYYYYYYYYYYYY
O Position yourself in a free area. If there are no units behind you, he can't silence you.
O Poke him if he looks like he might come in soon. He would have to activate Focus just to get his attack speed for the first part of the fight, allowing it to be acceptable to falling off in a fight that lasts more than a mere 1 second.
O Be aggressive beginning game. He needs to kill things to get strong. If you go aggressive enough, he won't even be able to get minions which is already bad for anyone due to the gold loss, but he will also lose the opportunity of getting stacks of Accuracy.
YYYYYYYYYYYYYYYYYYYYYYYYYYYY Percival is Good Against YYYYYYYYYYYYYYYYYYYYYYYYYYYYY
Mordekaiser needs to hit things to survive, but oddly enough, this melee champion with almost no range has one of the lowest amounts of movement speed too. This already makes to hard to get to and stay up with the enemy, but then Powerful Bullet and Flight-Like Step make it impossible. Percival then just needs to burst him.
Singed needs enemies to chase him through the trail of poison, but Percival decides his own route. If Singed attempts to guide him with a friendly toss, Percival lets him know he wants his personal space.
Skarner approves of long melee fights, but Percival prefers it the other way around. Skarner then tries being pals by giving a slight tug to his buddies, but Percival has a personal bubble he likes to keep. Even if Skarner tries to go aggressive beginning game, he can't do much because he himself is a juggernaut.

Ahri woos Percival out of his comfort zone and just nukes him. If he tries going in out, Ahri can keep up with him due to her ultimate. On top of this, she has strong poke from the beginning, allowing her to bully him out of lane. If it's the case of a gank from mid lane, she just sings "There isn't a mountain to steep."
Dr. Mundo's strong beginning game allows him to bully Percival out of lane, topped with Infected Cleavers to go around. He should really clean his knives more often. On top of this, Dr. Mundo is tanky enough to survive a damage dump and then chase with his ultimate. Finally, if Dr. Mundo is silenced with Powerful Bullet, tenacity comes in handy.
Kassadin is immune to unit collision, making it difficult to make Powerful Bullet effective. On top of this, Kassadin's Rift Walk allows him to keep up with Percival. It is topped with Kassadin's moderately long-range pokes.
YYYYYYYYYYYYYYYYYYYYYYYYYYYYY Percival is Good With YYYYYYYYYYYYYYYYYYYYYYYYYYYYYY
Leona can keep enemies off Percival. When either come in, the other can follow up. Also, the sheer mass of the stuns Leona possesses can allow Percival enough time to reposition himself for best effect.
Rammus gives Percival the spilt second he needs to dump his damage without being targeted. Percival can also clear out the pesky minion that always seems to step in front of Rammus, even in an early gank.
Trundle gives Percival another structure to knock enemies into. Plus Trundle can allow him to burst tanks and squishies alike. Trundle's beginning game can give Percival an edge in early confrontations and Percival's late game can carry Trundle in late fights.

This is the life: a nice gunfight in the morning, another two at lunch, and a few brawls in the evening. This was how it was for as long as I can remember.
