Post-Cull Bruiser/Utility Item

Everyone who has played in season 7 probably knows about Black Cleaver + Titanic + full tank top lane builds that allow champions like Renekton or Darius to just blow out your ADC and mage/assassins without taking a scratch.

What if as a late game defense to this, riot created an item off of a fully stacked cull that instead of returning gold and selling the item, allowed you to turn it into something more defensive, or even utility based if you build it on a mage.

Doing this would create a few things:

1. It would still leave ADC rather squishy early game before the cull is finished stacking
2. It would help encourage farming, and for the other team, learning to be aggressive and make more trades to stop them from getting CS
3. It would allow an ADC or whatever role you playing (Mage/Assassin mid) to have a slight amount of defense while still being able to get core items finished since bruiser top items cost next to nothing (Steracks, Cleaver, etc.)

Let me know what you guys think of this, I think it would definitely make the bruiser meta more stable, as it would give everyone an advantage late game but still have some drawbacks early game.
