idea to fix toxcity - by making chat a "privilege" not a right

Redesign chat to be a "privilege" not a "right", by directly connect the honor system to chat, and making everyone effectively chat restricted. (because people should be playing, not chatting)

Honor 0 gets 5 allied messages per 5 min. Honor 1 gets 5 alied per 2.5 minutes, honor 2 and honor 3 get 5 per minute.

I use a 5 message limit with shrinking time intervals. because anything you need to communicate constructively about the game can be done in 5 messages if words are chosen properly. the only time one needs more than that, is arguing, which this system is intended to curtail significantly.

If you are reported as "harassing" people in chat, you are non-offensively sent back to honor 0. No toxic rage inducing "chat ban" language. No "account bans". No "chat restricted" notice (because everyone is effectively chat restricted). Just "some players found your chat objectionable, so you're back at chat honor 0. earn your way back up by being a good citizen! We know mistakes happen, so if this seems inappropriate to you, we apologize, we're just trying to keep the community calm and happy.". Also, show honor 2/3 with a prominant badge in chat so people can be proud of it.. "Kuro SF [H3]> let's take dragon".

Further, if people truly do demonstrate bannable racist remarks or otherwise, the account just loses chat for an entire year (or forever). There is no reason to ever ban/delete an entire account for this, when you can literally take away the person's ability to speak and be offensive. You can even take it away in the lobbies. Because the threat of a $1000 paid account being entirely banned because of chat also constributes to the toxcity of league, and riot as a bunch of greedy overlords. Riot needs to not stoop down to the level of a toxic bully if they want people to do the same.

The only reason I can think of that Riot would ban/delete an entire account for chat behavior, instead of simply removing chat privilege.. is that they like being able to sell that person the same stuff over and over again.. but come on.. there is plenty of stuff to buy in the store. This profit cycle is unnecessary.

Why do I think this will improve things?

I enjoy league immensely more with allied chat turned off. I wanted this feature for years, and now that it's here, I love it. Yet sometimes I want the ability to talk just a little bit about some objective. This got me to thinking... why does anyone need to be chatting this much in league? Part of the toxcity is because people can talk alot. Remove their ability to talk, and the game is pleasant again.

However, instead of me being anti-social.. I really just wish the entire league player base (myself included) had a limited message quota all the time (like chat-restriction, but without the toxic punishment language).

Players get frustrated, sure. Matchmaking for league is tough. However, it's not just the player spew that contributes to the toxcity. It is this whole "mute you", "report a player", and "chat ban", and "account ban" mentality.

If we just make everyone have a limited number of messages in chat, it won't take long before they consume them spewing toxcity and can't talk anymore.. then they'll go back to playing -- and they'll stay at honor 0 -- forever. Truly offensive biggots and hate speach will have their chat removed entirely. I don't care if they are in the games with me. I just don't want them to be able to type. And i think taking away their accounts contributes to the very toxcity league should try to eliminate.

Let's try it Riot.. and make League pleasant for everyone.. not just those of us who have found the checkbox to turn off allied chat.
