Zilean Rework

A lot of love went into these changes. Don't hesitate to tell me what you think. What do you like? What do you not like?

NEW PASSIVE: Within a decent sized radius, ally spell projectile speed is increased by 10%, slowing incoming enemy spell projectile speed by 10%.

NEW Q: Same as live. Stacks two bombs. Same Cooldown on bombs. No longer stuns, but slows for 50%

NEW W: Same as live.

NEW E: after a short delay Zilean bends time in a cone, intercepting enemy spell projectiles and sending them back as a skill shot, dealing 50% of the damage zilean would have taken. Does not apply effects.

NEW ULT: Zilean freezes time in a large radius. All champions that enter the bubble is frozen in time except for the ally champion that was originally ulted. Once the ally champion attacks an enemy champion, the spell is broken. Ult lasts 4 seconds.

Riot already broke Zilean from fun champ to boring champ. I don't think he need any more updates.

i just got out of a game playing zil mid and had tons of fun i personally like his kit how it is

I don't really like the passive - it won't be easy to read in game. Readability and Clarity are very important.

The E will need more explanation. Do we think of it as a mirror reflecting the projectile or does it send the projectile back in time? How long does it stay up for - is it like Fiora's block or Braum's? How many projectiles can it block? How obvious is the cast and how long is the channel? How will it deal with really wide projectiles such as a Nami ultimate, "bendy" projectiles such as Diana's Q or pure CC projectiles like Elise's E? If it sends the projectile back in time, how will it deal with point and click abilities?

And the ultimate. Fuck man... That shit is OP. The nearest thing we have to that is Bard's ultimate. Of course, we balance for the kit, not the champion, but except for range that seems so much more powerful than Bard's. It will need a fairly long delay before hitting and a much shorter duration to feel fair for the opponents.

I actually really like the ultimate idea, but it needs a lot of work. The E could use some changing or clarifying, but overall it seems much more powerful than it currently does - well done on removing the stun to allow for the big EWE plays. A lot of people don't take into account overall power budget.
