judge veigar skin concept

i cant draw or anything so i dont have concept art. but imagine a Law and Order skin line or something like that. (corrupt) Judge Veigar sentances people to death. His Dark matter can be a gavel coming down., its also what he carries around as his staff. and he can have a skin specific voice line, "i sentence you to DEATH" and "i AM the law" i dont have the full details but i hope it inspires someone to fill in the blanks im leaving
