I prefer to only comment on the kit of a champion, because lore can always be ironed out whenever, but for something to fit into the game the kit needs to be done right. I will say it is hard to make judgements on the kit without knowing his cooldowns. Only his passive and Q have them. Morgan has an obscene amount of up front burst. His passive means that you lose effectively 50-75% of your health right away, the movement empowered auto on his W alone would likely be enough to either instakill a squishy or leave them one auto from death, plus it slows, plus his Q either punishes you heavily for staying near him with MORE high bases and scalings if he gets the jump on you or slows you down so heavily you have no chance to escape and he just chases you down with auto attacks.

You say he has no escapes lategame so he would want to build tanky. I don't think he would ever want to shift to anything further than maybe a ga/ other resist item. His Q and W are both aoe nukes that have slows attached. He would be able to make his way around the map rapidly with the coils so his global presence would be enormous, moreso than reksai with her old ulti if he just plopped a coil down at his fountain.

The passive is fundamentally unhealthy. Either the enemy wards the crap out of everything and the passive is useless, or they are unaware and he just squats in a brush while they get set up to lose the majority of their health. In a vacuum the passive isn't gross due to the delay on its damage. But combined with his crazy up front burst it means that no amount of healing or shielding is going to save you if he has a full stack passive on you and presses q and w. It's like seeing a karthus ult when you're low except you're not low and there's still not much you can do to stop it.

It also encourages the player to not actually play the game, instead

Can Morgan move while channeling Q?

Does his coil spell have a duration? Or a limit to how many he can place on the map? That much mobility alone would need to consume a lot of power budget.

His ult should just do the %damage itself rather than do all this interaction with his passive.

Whats the range of the passive? Not global i hope

Hope you don't mind me dropping in with a review :P

Basics: Isn't "Morgen" german for tomorrow? Besides it's far to close to Morgana for my taste.

Lore: I wonder why Zaun would have such a Folklore considering they already have Janna as some sort of Guardian Spirit. Even worse there is no indication in the lore of why this dude would be able to stop Zauns current top dogs (including Warwick) or why we should care about him as a champion, seeing as we already have people fighting for a better Zaun (Ekko Zac Janna).

Passive: Seems rather unfun for both parties. It encourages you to just wait in the bush for the enemy to amass black health (which can take up to 50 seconds) and then deals 50-75% Max HP damage to the enemy champion, which is frankly absurd. Especially jarring is the fact that it deals % Max HP damage, since an enemy on low health can effectively be killed with one AA as far as I am understand.

Q: Unlike say Illaoi where fight or flight are both acceptable reactions to her E depending on scenario, this ability screws you over either way. Fleeing is made unappealing by virtue of the large slow, but fighting also is bad due to the AOE damage and the passive potentially having already chipped your health down to abmyssal levels (made even worse by R).

W: Remedies the passives only real problem of needing to get an AA in, which would be fine if not for aforementioned problems. The active is really similiar to LB.

E: The range seems really high, but is somewhat remedied with the set up time. Intresting ability overall. That said it seems too safe as an escape tool due to immunity, range and the inability to stop it (no channel/ no cancel).

R: With all three previous abilities being lightning themed it seems odd for the Ulimate to be toxic gas. Wouldn't even say that the Passive uses toxic gas due to the black health and being tied to vision seeming more arcane or demon, than poison themed. Due to the increase in Qs range and the bonus MS enemies have a really hard time escaping this poison cloud.

Overall: I feel like only his passive and to an extension his R really fits his "Harbinger of the Apocalypse" thematic, whereas the rest of the kit seems pretty much like a Lightning mages kit. The kit goes well together with WQP and R synergizing really well. E seems like an odd one out as it's limited to giving him mobility around the map for ganks. Ultimatly an interesting idea, with most problems being more number based than inherently bad.
