[Suggestion] Removal of Recall, replaced with Teleport

Title is the best description.

I propose that we have Recall removed from the game and instead replaced by a 90-120 second Teleport with a 5 second cast time. This would make for more mobile games and make things more exciting, without a need to introduce Teleport Scrolls (face it, dota does it better) but maintaining some individuality. This also will solve some of the cancerous issues with aggressive split push backdooring from champions like Yi and Tryndamere, who we can all agree make the game very obnoxious to play against.
