Question for Riot about whether this is even possible in the game.

Essentially I'm curious- has there ever been a strong consideration to make a champion that actively messes up the enemy UI? Is this even possible with the game as it is?

For example, causing their health and mana to disappear so you can't see it? Cover up ability icons so you don't know your cooldowns? Remove the cursor from the screen oh so briefly?
