Dragons are obviously an important objective to the game, and some games feels a bit more RNG than they should be. By that i mean the work gone into securing each dragon is similar (setting up vision, team fighting etc) but the rewards just aren't comparable enough. If you've ever played games where your team secures three infernal, they feel much different and much more secure than when you've secured three cloud. I think giving the cloud a different buff RESISTANCE buff would be much better than the out of combat movement speed and make it much more contestable. Cause at the moment all the work you do in the early game doesn't seem to translate nearly as effectively into the late game especially when compared to Mountain for objectives, Infernal for raw power or Ocean for healing up from poke in drawn out fights.

How much of a % increase, well that's for Riot to decide and test on the PBE, but even if it were a relatively small % the fact that you could stack them to a respectable amount is huge boost of confidence and a great reward for all the dragons secured earlier on in the game by your team.
