Azir and Viktor were just too good at being control mages that no one could compete with them. Viktor in particular was a pain because he can't burst champions, especially squishes very fast. Azir was supposed to be adc like champion but his range and burst made him safe.

Both champions also had insane zoning abilities, scaling, and wave clear which made it hard to beat them

Unfortunately, riot did not want to re do some of their abilities, they just go tired and decide to need numbers rather then their ability interactions. Now their winrates are low.

Rule despite having bad winrate is a champion they continually rework, trying to get correctly. I just wish they put that much resource on others
