I did not create the art, check out the artist yourself. https://images-wixmp-ed30a86b8c4ca887773594c2.wixmp.com/f/265efefe-9378-4e1c-b647-67a2e32c7bdb/d4ej5d3-c0c853be-d903-46c0-a837-369fd1a9d2e9.jpg/v1/fill/w_772,h_1035,q_70,strp/sea_monster_by_farkwhad_d4ej5d3-pre.jpg?token=eyJ0eXAiOiJKV1QiLCJhbGciOiJIUzI1NiJ9.eyJzdWIiOiJ1cm46YXBwOjdlMGQxODg5ODIyNjQzNzNhNWYwZDQxNWVhMGQyNmUwIiwiaXNzIjoidXJuOmFwcDo3ZTBkMTg4OTgyMjY0MzczYTVmMGQ0MTVlYTBkMjZlMCIsIm9iaiI6W1t7ImhlaWdodCI6Ijw9MTIwNiIsInBhdGgiOiJcL2ZcLzI2NWVmZWZlLTkzNzgtNGUxYy1iNjQ3LTY3YTJlMzJjN2JkYlwvZDRlajVkMy1jMGM4NTNiZS1kOTAzLTQ2YzAtYTgzNy0zNjlmZDFhOWQyZTkuanBnIiwid2lkdGgiOiI8PTkwMCJ9XV0sImF1ZCI6WyJ1cm46c2VydmljZTppbWFnZS5vcGVyYXRpb25zIl19.AERAOkzALQ5HYB5bBVimm5z4u0rewmj4CcutFBIuOAs https://www.deviantart.com/farkwhad/art/Sea-Monster-266272743

Slemi, The Sprightly Newt

STATS HP|520+70 H5|10+0.4 MP|365+45 M5|5+1.1 AD|54+4 AS|0.7+4 AR|26+2.5 MR|30+0.5 MS|345 RG|150

Passive: Regenerative Powers While below 50% Max Health Slemi generates a shield for up to 15-25% of his Max Health, generating at 1% per second. If Slemi's Health reaches 50% then he heals for any shielding provided by Regenerative Powers.

Regenerative Powers goes on CD for 3 seconds after taking damage from a champion.

Q: Playful Bite | CD 10/9.5/9/8.5/8 | Cost 60 | Leap Range 400 | Roll Range 250 Slemi leaps forward and bites the first unit he collides with dealing 10/30/50/70/90 (+150% Bonus Attack Damage) Physical Damage, applying on-hit effects. After hitting a unit Slemi can recast within 2 seconds to roll in a direction dealing 20/30/40/50/60 (+30% Ability Power) Magic Damage and slightly knocking enemies hit aside.

Recast deals 150% damage against non-champions

W: Backwash | CD 11.5/11/10.5/10/9.5 | Cost 75/80/85/90/95 | Backup Range 150 | Wave Range 500 Slemi pulls a wave toward himself, propelling himself backwards a short distance and then granting himself 50/55/60/65/70% increased movement speed that builds up over 5 seconds and then persists for 1 second. While active Slemi's next attack deals 10/15/20/25/30 (+10% Bonus Attack Damage, +8% Ability Power) Magic Damage on-hit, increased by 0% (+80/85/90/95/100% Movement Speed). Against The Current: Enemies hit by the wave who are facing away from Slemi are slowed by 25% and grounded for 1.5 seconds.

E: Tidal Tail | CD 16/15/14/13/12 | Cost 70/75/80/85/90 | Tail Range 300 Slemi extends his tail toward the ground, propping himself up and becoming untargetable for up to 1 second. While suspended Slemi can reactivate to flip in the air and slam his tail down onto the ground dealing 70/105/140/175/210 (+75% Bonus Attack Damage, +50% Ability Power) Mixed Damage to enemies hit and stunning them for 1 second. While suspended Slemi's other abilities are replaced with Fool's Game.

Fool's Game: Slemi lands gracefully, dealing no damage, but refreshes the cooldown of Tidal Tail and refunds the cost. Fool's Game has a 40-25 Second Cooldown.

R: Maelstrom | CD 100/85/70 | Cost 150/175/200 | Clear Radius 250 | Ring Width 150-350 | Total Range 400-600 Slemi whips his tail around and creates a giant swirling mass of water, the anomaly persists for 5 seconds growing larger over time. Enemies are pulled inside when hit for the first time, landing in the cleared center area. A thick ring of water grows larger; damaging and slowing enemies who try to escape. Deals 50/75/100 (+25% Ability Power) Magic Damage every 0.5 seconds and slows enemies by 30/40/50%.

To be fair a lot of inspiration was taken from Fizz with his W, but I think it matches a "playful" personality better with this design?

Careful with E, it can save you from a tower shot but you won't move during it so get out of tower range before using E.

Slemi is decent against poke but is very squishy, so don't just dive in unless you know you can kill them, because if you get combo'd by anybody then you're dead. Getting only 1,710 Base Health at level 18 is no joke.

Dealing 2k damage with just W at level 18 + full build is not hard to achieve, add in other abilities and your all-in is very deadly.

Now clearly Rito would never add a fan-made champion, but maybe one day I can implement my concepts into a MOBA of my own or something. I could design a pretty BA version of League :P Fan inclusive, with a semi-annual tournament for fan-made champion concepts and another for skins, that'd be pretty sick. I already have more concepts than the first year of LOL(48 vs 45), so anything can happen I guess.

If you mean this for new game, then no objections to most skills.

However, I would change Q a bit. Not only its AIrelia Q, but I think it could be more "playful".

Q: Skillshot dash (ww ult) 5 sec cd Stops on first enemy hit, and slashes enemies in front with basic aa, damage increased by %. While its on cooldown, gain second possible cast, dash 300 units. This deals no dmg. 1.5 sec cd. Cannot attack while its on cd.

This would make Slemi very slippery, capable of dodging skillshots and gives great positioning, without letting players abuse it (AdAhri)

No attacks off cd, and enhanced attack would make up for hard caster, but allows for both ad/ap builds.

Riptide is the name of Naut's E, I believe.

Moving on to actual analysis:

I forget exactly how this works, so let me be sure - Slemi isn't considered to be taking damage if the shield blocks its entirety, correct? so the passive continues working unless you get through that constantly generating shield? Either way, this probably needs a hard cooldown, so Slemi doesn't just constantly go below 50%, heal it all back, and rinse and repeat...he'd never have to leave lane except to buy.

W doesn't pull or damage enemies at all, which is strange to me. you could totally have it damage/slow them if they're running away from you (or into the wave), just as an added bonus. One of those "you can avoid this just by turning around for a moment, but if you're trying to run, this can stop you!" sort of deals.
