How is Gangplank's "Captain" skin different from "Traditional" skins?

Don't get me wrong, I think it's cool that there is a skin that's closer to the original Gangplank (and extra points for how you brought it around!), but I thought Riot was doing away with Traditional skins. Is this an exception to that rule, or was that policy reconsidered? Or is it an attempt to be like Prototype Viktor or Pre-Void Kassadin, showing where they came from? But if that's the case, couldn't most visual updates have a way to keep skins closer to their original, just by tinkering with their story?

I believe this is along the lines of prototype/ pre-void. They already did away with classic gp in the rework and this is showing where he was before he because the barrel thrower he is today.
