Mavis is a dancer who use her dance to express her magic

Mavis is a support who can also top because she has tool to help her fight and sustain

Passive- the Shows Goes On-the lower her health the more damage she does she tries to reach the finale

R- Basic Form- give her next ability bonus effects

Q- Falling leaves / Cherry Blossom- Mavis does a dance move that summon leaves in a cone that does damage to enemies in front of her when this abilities is use with her R it also heal her and her allies

W-Dance Partner- Mavis create a tether between her and her dance partner( can be allies or enemies) any enemies who go between her and her dance partner receive damage, any allies who goes between her and her dance partner are given a movements boost to get out of her way. With her R when Mavis is next to her Dance Partner if its an ally they get a buff to their damage if she her Dance partner is an enemy they receive a debuff that reduce their damage

If you would like someone to use fans as weapons and focuses on being a dancer. Perhaps it would be better to focus exclusively on that concept and ignore Karma's presence altogether. If you would like them to emulate old/new Karma in some way, try to focus on what makes Karma interesting to play as. Then you must differentiate what what makes HER interesting, and what will make your new dancing champion interesting. You cannot simply appeal to Riot with a, "Please bring back this champion in it's former state." after they've spent so long refining new Karma's art, gameplay and personality.

I recommend going back to the drawing board, and drafting up an entirely new concept from scratch. Using Karma as reference may be wise; she is the only former fan wielding champion in league. Another reference that could be helpful would be Akali. In conjecture, I feel this champion would be a mystifying blend of Old Karma and Akali in some way. Possibly having a relation to either.
