Tricky Travis is an unhappy stage magician with no magical ability. This is reflected in-game by being completely AA-dependent. If you bought Rylai's it would not apply to anything. He also has no CC, dashes, heals, shields or blinks. His abilities are all absurdly situational. No point-click nukes here. You need to set up for success.

Range: 550 Basic attacks throw lucky charms (clover, horseshoe, rabbit's foot) with a thwack

P: Prestidigitation - Basic attacks on enemies within 175 range become glove slaps that deal flat extra damage and don't draw minion aggro. This effect lingers on all your attacks until 3 seconds pass without landing a basic attack on that enemy. Damage based on Level

**Q: Shazam ** - Reveals a small area for 12 seconds. The next basic attack to an enemy in that area gains 125 range and deals damage to everyone in it. This damage is doubled if no other allied champions, minions or structures provide vision there. Not an AA reset - Applies on-hits - Size 300 - Range: 600 - Cost: 40 - CD: 4

W: Tall Fedora - Swipes Travis's top hat, snatching all projectiles out of the air in a cone and negating them. If a champion AA or spell is caught, can be reactivated within 3 seconds: enhances next AA with bonus magic damage and all secondary effects of projectiles caught this way. Range: 300 - Width: 70° - Damage: 10/50/90/130/170 (.4 AD)(+.9 AP) - AA reset on release - CD 12 - Cost: 60

E: Hype & Backlash - Gains 40% movement speed for 3 seconds. If Travis hits a champion, can be used twice before going on cooldown. Hitting a champion also refreshes the duration. Range: 1600 - Internal cooldown: 1.5 sec - CD: 18/16/14/12/10 - Cost: 40

R: Encore - Attack Speed becomes 1.5 and each basic attack on a champion increases the base power of the next. Stacks indefinitely. Drains 2.5% of max HP per second and disables all healing, regeneration and Lifesteal. Ends after 12 seconds if there are no enemies within 1600 range (including invisible enemies), or when under 5% HP. Damage: 15/20/25% - CD: 100/80/60 - Cost: 100

He functions as a risky ranged top, a risky mid or a risky ADC. Or a risky support? I guess you build Blade of the Ruined King and Mercury's Treads. Predict with Q to be a pokey jerk, W with perfect timing to make Ashe/Blitzcrank/Varus ragequit (not Veigar, it doesn't steal damage), E to weave in for cheeky melee-range glove slaps, and ult to hypercarry or die trying.
