I think it would be cool to have different map skins that we can purchase. We have so many cool champ skins, wards and Icons but not map skins. It would be cool to purchase Summoner's Rift in different colours or the tower's be different colours or the jungle look different.

Riot has gone on record with some 3rd party programs being allowed. Like specifically listing programs.
For example, Phreak as stated multiple times that he uses the program Championify on all his LoL computers.

DarkRitual1 votesThey don't keep on top of third party apps. One of those apps could update, and include a feature that would be against ToS and make using them risky or bannable. Like when Curse added jungle timers. That list is a good starting point, and most of them will likely remain clean. However, there is no guarantee and Riot is unlikely to make it known that a program's update has ToS violating features untill it's far too late for most players.
This is why they always state "use at your own risk."

Those apps have worked with Riot to make sure they don't break ToS or won't. That's how they make their money. Why would they have an exclusive app that makes money of your usage that would then get you banned??
It's not a scripting program that makes money off your purchase. They need you to use it.

The problem lies with not the difficulty of making a new map skin, even though it would be time consuming, it instead is with the fact they would have to make sure every single ability of every single skin of every single champion is easily visible on that reskinned map both in regular mode and color blind mode. You can make the argument" well they shouldn't use it if they are going to complain about something like that I would use it anyways" but that's not how the internet works. You're right that would be time-consuming making sure all of the abilities of every champ would show. I figured it was just a color thing just changing from blue to purple or something of that sort. As if they already had the layout and all they had to do was change one specific thing. You're right with the people acting like that.
