This character is the most well-versed and advanced character I can possibly imagine for League of Legends, bear with it, it's a big passive read

Heart Striker, the Limitless Soldier

Introduction & Appearance

Clad in pseudo futuristic armor, Heart Striker is the product of the best technology Piltover can possibly offer. His appearance can change if you purchase the "Grassy Knoll" from the shop making his back into a guilly suit. Other than that, Heart Striker is a fun character that can be played in every way in every lane. He allows for ultimate character creation.

Lore

Admiral Harver Rolland is head of a secret organization in the Piltover society known as Steel Frame. Their goal, to stop this Neutral stance with countries and dominate them with the shear wrath and power of their technology. A once proud member of Demacia, he defected to Piltover when he was removed from service for his, "less than humane" ways of exterminating his targets including spiked bombs, poisions and other death-prolonging effects not to mention mutilation of superiors sent to their men for a warning.

Some men called him evil, some men said he was good, just doing what the others would not. Though his methods extreme, they always got the job done, and no one denied his amazing skill with any form of ranged weapon. Years later he founded the Steel Frame and had his scientists construct a literal steel frame to cover his body and an arsenal of versitile weaponry and gear to show everyone, anonymously, the potential of tech-advanced war

Abilities

Passive - Arsenal of the Steel Frame:

While in the shop, you can purchase a plethora of different weapons and gear to change the effects of Heart Striker's abilities and stats. He starts off with Pistol which does nothing. These purchases are considered passives. He can only purchase one Weapon one Gear and one Grenade. Purchasing a different one while they are equipped will replace the passive and you will gain no refund the items are as follows:

Weapons:

800g Assault Rifle: +10 AD, Auto-Attacks fire off two additional shots that deal 10(+10% AD). They do not apply on-hit effects, but can critically strike. This also changes your Q to "Assault Rush"

800g Sniper Rifle: +10 AD, your range is increased by 50, +15 AD when out of combat for 5 seconds. This changes your Q to "Clean Shot"

800g Combat Knife: +20 AD, you become melee, gain +50 Movement Speed, 20% Crit Chance, and your Q is changed to "Killing Strike"

800g Shot Gun: +10 AD, your range is reduced by 50, but all attacks you do are considered cone attacks equal to your attack range, changes your Q to "Light's Out"

Gear:

1000g Grassy Knoll: While in a bush, you become invisible after 2 seconds of taking no damage, however, attacking, taking damage, or moving from the bush will reveal you, changes W to "Stealth Operation"

1000g Armor Plated Frame: You gain 10% Damage Reduction, 150 HP and 10 Armor and Magic Resist, changes W into "Bulwark"

1000g Lightweight Frame: You gain +10% Movement Speed and +15% Attack Speed, changes W into "Sprint"

1000g Hover Frame: You can ignore unit collision, enemies in a close 200 range proximity will be burned for 5 (+2 x Lv) per second and changes your W into "Jet Boost"

Grenades:

500g Flame Grenade: After exploding, it leaves a persistent AoE for 3 seconds dealing 10/20/30/40/50 (+33% AP) to all who stand in it every second

500g Ice Grenade: After exploding, targets in the radius are slowed by 20/25/30/35/40% for 1.5 seconds

500g Flash Grenade: After exploding, targets in the radius are blinded for 2 seconds

500g Hell Grenade: Increases damage of your E by 20/25/30/35/40%

Q - Gun Trick - 60 Mana - 11/10.5/10/9.5/9 Second Cooldown - 700 Range

Effects Change based on Weapon equipped:

Pistol: Pistol Whip: Reduces range of this ability to 200 and inflicts a knockback of 400 range and deals 70/100/130/160/190 (+70% AD)

Assault Rifle: Assault Rush: Fires continuously for 3 seconds letting loose 10 different shots stopping on first target dealing 7/11/15/19/23 (+5% AD) per shot

Sniper Rifle: Clean Shot: Increases the range of this ability by 150 units and fires a single skillshot that stops on the first target dealing normal damage +10/20/30/40/50 (+25% AD) and gains a +20% chance to critically strike

Combat Knife: Killing Strike: The range of this attack becomes a lunge with 100 less range and passes through all you hit dealing 70/100/130/160/190 (+70% AD) and able to critically strike

Shot Gun: Lights Out: The range of this ability is reduced by 300 and deals an additional 20% (up to 60%) for every 100 units you are close to him (ie normal at 400, +20% at 300, +40% at 200, +60% at 100 or less) dealing 70/100/130/160/190 (+70% AD)

W - Gear Trick - 60/65/70/75/80 Mana - 14/13/12/11/10 Second Cooldown - 0 Range

Effects change based on Gear equipped:

Standard Frame: Dodge Roll: Move 150 units in a direction, cannot go over walls, the mana cost for this ability is lowered to 0 mana

Grassy Knoll: Stealth Operation: Emerge from being invisible by striking your enemy with your weapon and lunging to them simultaneously within a range of 200. Only active while invisible. Dealing them 80/110/140/170/200 (+80% AD)

Armor Plated Frame: Bulwark: Gain a shield of 100 (+10 x Lv) and gain an additional 10% damage reduction for 3 seconds

Light Weight Frame: Sprint: Increase your movement speed by 30/35/40/45/50% for 2 seconds

Hover Frame: Jet Boost: Dash in a direction up to two times within 5 seconds for 300 range

E - Grenade Mod - 50/55/60/65/70 Mana - 10/9.5/9/8.5/8 Second Cooldown- 500 Range, Over-Head skillshot, 300 Radius

Grenades deal 90/130/160/190/220 (+60% AD) and can be modified by Grenade Modifications

R - Mother Bazooka - 100 mana - 140/120/100 Second Cooldown - 0 Range

You gain 3 charges known as "Mother Rounds" these changes your auto attacks into rocket launcher shots increasing your attack range by 75 and adding a splash damage of 70% damage to those within a radius around the target. While this is active, you gain +30/60/90 AD. Cooldown only goes down after all 3 shots are fired or after 12 seconds

Explanations

So here I will explain the abilities further, just remember that numbers and ratios can all be changed easily, so try focus more on the abilities themselves. If anything needs balance though, please do tell me and I will fix it.

Passive- This allows you to customize Heart Striker, though not giving him a passive directly, his Weapons mostly do

Q - These essentially function as your harass tool, but too variable to really explain pros and cons

W - These abilities function as your escape tool in most cases, not inflicting damage (except the situational "Stealth Operation")

E - Unlike the other two, the Grenade always deals the same damage, and functions the same, only it's after effect changes with mods

R - Functioning as a super-powerful Jinx Q essentially. It's your way of taking out massive groups of enemies immediatly since it can crit

Hate to say this, but there's way, WAAAY too many coustom items. Also, the Q's Assault Rifle AD scale is waaay outta wack (5%? you're joking right?)

And the visuals sort of look like Spartan armor- bulkier Skunkware armor meant for hardend sheilds and increaced durability.
