How come water based champions like Nami and Fizz get no pool party skins.

A pool party water-based champion will be cool while Pool Party will be just cringe. A pool party and will be awesome. Some Pool party skins make no sense like wouldn't water completely neutralize the bomb explosion and ultimate? Graves has a cigar, and its his signature, but if they didn't add the cigar wuoldn't it remove the vibe? But if they keep it wouldn't a guy swimming in a pool with a cigar eveb be wrose? I know its for art and fun but I really wanna see Pool party and

You are looking at this at wrong angle. It's not "Ziggs bombs get wet in water so him getting pool party skin is dumb" but "Ziggs in pool party doesn't use bombs, but water balloons". Think from designer perspective. What new elements and effecs could Fizz and Nami have in Pool Party skin? Thay would still use water, so only change of water color in effects or no change at all? That's lame. What would be left is their appearance. Nami in biki? Fizz in swimshorts? Is it really worth doing at all?

Yeah but another water based skin for Nami? She's got 3 of those already plus her base. Where's Eternal Fire Nami or Black Gold Nami?

Plus what would it be? How would it differ from her base.
