Notes: Ixtal has given a few of my champion concepts a place in the universe, Nenetl being one of them.

As I told you in my review of Morpheus, you'll need to provide full stats. For this girl:

Health: 700 - 1550 (and this is really on the low side. Even Yuumi has more than this). Health regen: ? Mana: 600 - 1025 Armour: ? Magic resist: 30 - 38.5 (standard for all ranged champs) Attack Damage: ? Range: ? Attackspeed: ? Movespeed: ?

You also need to add ratios to the abilities.

On the passive, I'm guessing by "damage" you mean atk damage; fair enough. I'm also assuming that in non-SR environments the water buff is split evenly, so 2.5% a piece for the other two.

The Q is normally a champion's trading tool, so putting it on such a high cooldown early on will make her early game a lot less flexible, especially if for ex, the enemy jungler is coming to gank. Maybe cut 5-6 seconds from each level?

On her E I'm guessing "per attack" means, uh...per basic attack - yet this champ is supposedly AP - sounds like she was inspired partly by Twisted Fate.

Overall I'd say the kit is less cohesive than Morpheus', but it could work if you decide a direction for her. Is she primarily ability or attack focused? The inspiration is certainly there but it lacks a direction.
