New item(s) to help melee into ranged matchups
A common complaint amongst the community is the difficulty of balancing melee into ranged champions, particularly in the top lane. As an answer to this I am suggesting the creation of the following items:

+ 400g = Deflecting Shroud (1000g) (+30 Armor, UNIQUE Passive - Deflection: When damaged by a spell or attack, if that attack originated from a range of 400 or more units away, reduce the premitigation damage taken from that spell or attack by 10%)

+ 780g = Magebane Shroud (2500g) (+40 Armor, +40 Magic Resist, UNIQUE Passive - Deflection: When damaged by a spell or attack, if that attack originated from a range of 400 or more units away, reduce the premitigation damage taken from that spell or attack by 15%)
The intent of this item is to provide melee tanks/juggernauts a rushable item to counter the abuse cases of things like Klepto
in the top lane. The numbers are rough, there isn't any deep theorycraft put into them, they just seemed like a decent baseline. The item might also need the melee only tag to avoid corner cases like tank
where there is room for abuse.
