Something like 5-10 Skins that anyone can use for a week if they own that champion. Or maybe not even a whole week of play time. Maybe they could have the option to use the skin once whenever they feel that week.
maybe instead of a free rotation they should implement skin unlock for custom games, where if your in a custom game and not able to earn IP then your able to use any skin and any champion in custom matches (again as long as your not earning IP) as this would let people see what a skin looks like in game or how a champion plays, increasing the chance of someone buying a skin or champion over taking a gamble and not ever using said champion or skin

Anything to see what a skin looks like in game so you don't have to go just by the splash art.
