The Vlad rework should vlad seem more like a "bloodmage"

I mean, vlad is a supposed blood mage, but most of his skills have to do with him controlling his own blood. Isnt the most badassery of bloodmage is that they control other peoples blood? So i have some ideas for a new kit: Passive: Enemies below 10% hp nearby Vlad. have their blood vessels explode, executing them immediately. Has a radius of effect.

Q: Vlad targets a enemy expelling a portion of his/her blood. Deals damage based on current HP. Vladmir then forms a whip from the expelled blood that last 6 seconds, augmenting his AA. and deals bonus missing heath damage with each strike.

W: Basically the same but with a new passive... passive: vlad's spells and basic attacks cause enemies to bleed a trail of blood onto the ground. While walking on the trail of blood Vlad gains move speed.

E: skill-shot. Vladamir corrupts your heart, causing you to have a light heart attack after 2 sec. You take damage, then are slowed for 6 seconds.

R: Vladimir creates a demonic sigil on a space on the ground that slows enemies briefly, before freezing their blood, stunning them for 3 seconds, He then absorbs their life-force, healing himself and damaging them. Trundle ult and viktor W combined.

Vlad also uses mana now

his Q already controls enemy blood by pulling their blood out of them and transfusing it into himself to heal. (which is the coolest thing ever)

the passive idea sounds super cool, but it's ridiculously overpowered, and the other suggestions don't look so great..

i think %current HP is a good way to go on him, since it makes him scale better the more "blood" (health) his enemies have left.
