How come duo Practice tool isn't a thing yet?

I'd like a moment where I can practice things with a player that can properly use abilities than a test dummy or AI bot. Instead of going to custom and farming to a certain point until we get what we need to practice what we can do.

I, for one, go into practice tool to help myself. I know a problem could be people doing their own fun activities. So at least have us get one player into practice tool to actually learn with. Then I can properly experiment.
