More damage just doesn't make much sense...

The bigger you are compared to your opponent means more smashing power. I know there's nothing dealing with size adjustments, but that's the basic theme.

My line of reasoning is if "squishy" Marksmen are allowed a Rune and an Item that makes them chop down "Giant" Champions, then "Giant" Champions should be allowed a similar option. Thematically, the term "Giant" in items refers to a large amount of Health.

I feel like most Tank Items are built to make the Champion a viable pincushion without much threat to the opponent. Especially in the role of support. This would be a great item for a tank support. Paired with Relic Shield, if the Champion builds Seeker's Armguard then Jaurim's Fist, they can stack stats when executing minions.

I feel the Bonus ad would not be that great for the item and the bonus dmg should be bonus magic dmg. People probably wouldn't build it until they already bought a bunch of hp and leveled pretty far into the game as with a passive like that it would be the best timing. At that point armor will have leveled up, been stacked, and bought. Having it as magic dmg and it be ability power would be more favorable I think.

I feel like people would build it fairly early due to the build path. Seeker's Armguard and Jaurim's Fist both stack stats for minion kills: Armor and Ability power from Seekers and Health from Jaurim's.
