Bandrus, the Renegade Summoner

Passive: Summoners Lorecall The cooldown of Bandrus' summoner spells is reduced by 25%. When Bandrus casts a summoner spell, it reduces the remaining cooldown of his regular spells by 3 seconds.
Q: Merciless Combustion (65/70/75/80/85 mana) (12/11/10/9/8 seconds): Bandrus calls on the might of the nexus to burn his target with arcane fire. Deals 50/90/130/170/210 + (.5ap) magic damageto a single target. If the target is affected by a hostile debuff (Not affected by a friendly Heal debuff) from a summoner spell, this spell instead applies the Combustion debuff, dealing its damage at the end of the summoner spell's debuff duration and increasing in damage by 10% per second that the combustion debuff persisted.
W: Shield Breaker (70 mana at all levels) (15/13.5/12/10.5/9 seconds): Bandrus uses his knowledge of protective magics to sunder an opponent's defenses. Reduces the target's Armor and Magic Resist by (CDR) + 10/15/20/25/30 (CDR % removed before whole number reduction) for 2 seconds and invalidates the target from being targeted by shield efffects for the same duration. If used on a shielded target, it also breaks the shield, dealing magic damage equal to half the shield amount + .5 ap. If it breaks a shield, Shield Breaker may not be cast on that target for 25 seconds (reduced by CDR).
E: Interdiction Field (80/90/100/110/120 Mana) (25 seconds at all levels): Bandrus uses his knowledge of the magics that suffuse the fields of battle to halt escape and reinforcements. Bandrus channels for up to 4 seconds, warding an area 600/625/650/675/700 around him. Teleportation, flash, speed boosting buffs, and pulls by enemies are negated in that area while he channels, dealing 30/50/70/90/110 + .5 ap magic damage to their casters instead. If a target in the field is already affected by a movement buff or debuff when it enters the field or if it is already in the field when Bandrus begins channeling, that target takes 15/25/35/45/55 +.2 ap magic damage per second they are in the field.
R: Cruel Inversion (50 mana at all levels) (75/65/55 seconds): Bandrus perverts the effect of his next summoner spell within 5 seconds, changing its target to allies if it normally targets enemies, or enemies if it normally targets allies or self only. The effect of the summoner spell is reversed- Thus, a Heal deals true damage to two enemy targets, a clarity reduces mana, rage, energy, or other resource bars by 40% of their maximum value, Ghost instead slows a targeted enemy champion, Flash pulls an enemy champion closer equal to the flash distance, Smite and Ignite heal friendly targets for their normal values and are unaffected by heal reductions, etc. Furthermore, casting Cruel Inversion reduces the cooldown on all summoner spells by 15 seconds.
**Lore: ** _One of the Masterminds behind the clandestine attempt at taking over the known world through the League of Legends, the summoner Bandrus was an instigator of several conflicts between Noxia and Demacia, and personally colluded with the Black Rose to attempt the assassination of Jarvan IV. After the flight of several high ranked members of the League, Bandrus attempted to flee to Zaun, in hopes of escaping the continent altogether the moment the opportunity presented itself. Alas, it was not to be- sold out by several street rats who'd caught a glimpse of him attempting to catch passage out of the city, Bandrus was apprehended by Katerina and Garen, who jointly brought him back to stand trial for his crimes against both nations in particular, and the continent in general. At his trial, the notion of execution was brought up, but decried as insufficient. Instead, Jarvan IV personally declared that, like Brand and Fiddlesticks, he would be bound to servitude in the League- a death sentence to be repeating unending. _
I've envisioned Bandrus as the "anti support", a character who applies useful debuffs, with overall less than impressive scalings (His ult, for instance, has no AP scaling and nothing else has higher than a .5) that can be impressed into a mid lane mage role to counterpick against high mobility champs or make a very dangerous ganker. His base stats are a little low, but this is intended to make up for his higher summoner spell use, and the wild array of versatile effects he can get out of them.
