The harsh Shuriman sun shot across the desert sands with an intensity that warped the earth and sky together into a twisted mirage that extended endlessly. No normal living being could withstand the immense heat that scorched the outstretched land. Yet Basciel marched onward, the sun guiding her steps and fortifying her being as she proceeded towards her destination. Her mind was fragmented by the events that occurred that day. She spent decades wandering, trying return to memory the pieces of the life she once lived. All she sees clearly when she looks to the past is chaos and despair. She sees the tyrants and the traitors the crumbled her precious home to dust. She sees the faces of the terrified children she tried to protect as the Altar of Ascension roared with brilliant light that engulfed Shurima, leaving nothing but ruins in its wake. Bashturi sees the sun, deeming her worthy enough to wield the power to take vengeance upon those that failed to guard the sanctity of their great nation. Time has passed and she now remembers who, what, and why she is. Basciel, the Ascendant Avenger hunts Xerath and Azir with fervor in her mind and ferocity in her heart. And she will not stop until she brings them to Justice and restores Shurima to its former glory.

Basciel, The Ascendant Avenger

A supremely powerful, elegant being. She was granted the form of a Lioness and dons enchanted battle armor. She wields a magical aegis and spear/wand, imbued with solar energy. A melee champion that uses ranged abilities and magic damage.

Passive- Redemptive Strikes: Basciel’s auto attacks grant her increased ability power and cooldown reduction for a short period of time. Increasing in effectiveness based on level. Q- Nation’s Cry: Basciel’s fires a beam of energy in target direction, dealing damage to and marking the first enemy hit. Reactivate to cast again, and if two separate enemies are hit they become terrified of each other for 1.5 seconds. W- Divine Protection: Basciel channels her aegis for .5-2.5 seconds, once cast, she releases a large burst of energy in an area around her, shielding and removing debuffs/disables from allies and dealing damage to enemies, increasing in effectiveness and range depending on channel time. E- Curse of Shurima: Basciel curses her target, for the next 2.5 seconds they take increased damage from all abilities and Basciel auto attacks. If an enemy uses a movement ability while cursed, they become slowed and the duration of the curse is increased by 1.5 seconds. R- Seeking Vengeance: Basciel channels the fury of the sun for 4 seconds, slowing all enemies, regardless of distance, increasing in effectiveness over the duration. 30%-70%/40%-80%/50%-90%

So do basic attacks instantly give her a set amount of AP which refreshes on-hit? Does is stack up to a certain point (kind of like Fervor of Battle), or otherwise have a ramp-up time (e.g. like Conqueror)? Anyway, I'm not sure having CDR loke that is the best idea, or at least true CDR; maybe it could work if it reduced the base cooldown of her abilities (like Sona's R).

As for the rest of her kit, it doesn't seem to me like there's much of a theme, and a few abilities would likely be problematic. She has a passive like she's meant to be an AP Darius, but the abilities of an enchanter support, so I can't reliably tell what you where going for with this design.

Fearing enemies away from each other is an interesting concept, but how does it fit into her play pattern? I assume this kind of effect would work best on an assassin or diver.

Even if it requires a channel, AoE shielding (and cleansing) in addition to damage is too much (which is why they removed the damage from Karma's RW, for example). Gangplank has a self-targeted cleanse and heal, so I assume a self-targeted cleanse and shield would also be acceptable. If she can cast it on allies, that's enchanter territory, and I'd limit it to one target.

Her E seems like another enchanter ability. If this is meant as a damage enhancer and catch tool, couldn't it just gives her next three basic attacks bonus magic damage, with the third one stunning its target or something? Or, if you really want to counter dashes, have it be a chain like a Kled Q but instead of dealing damage in instances and pulling back after a set time, have it deal DoT and pull back if they use a dash.

Her R seems like it would be really unfun to play against at best, and not particularly fun to use either. It also doesn't really synergize with anything else in her kit.

For the record, names that end in "el" are masculine (e.g. Daniel, Michael, Gabriel), and the "sc" combination wouldn't really make sense in a pseudo-Hebrew name. C.f. the Baciel demons from Disgaea 4.
