Demon Vi needs to always have the tail.
It honestly makes no sense for her to have it only when charging Q, like, "oh yeah check out this tail it increases drag and slows me down"... Just make it always on. The wings, whatever of course.

Wanted to take a moment and jump in to explain the reasoning for why we chose to only have the wings and tail out when she uses (Q), (R) or recalls.
In development, figuring out when the wings and tail should be displayed was discussed several times. We all agreed that it was a cool feature for this skin, but wanted to hit the sweet spot of 'never seeing it enough for it to be cool' and 'always seeing it, so it becomes boring.'
We ultimately decided that just having them appear on the (R) was too sparse, and let's be honest, you're likely not looking at the details when you're ulting as Vi. We felt that adding them to the (Q) and the recall would allow them to be seen, but wouldn't be constant, which would cause the skin to be too busy - she's already got a good chunk of pink in the skin without the wings/tail.

Who cares, crappy skin for a cancerous designed champ. Other champs deserve skins yet same riot crap.
I'm just mad she doesn't have the tattoo on her breast like in Officer.
