It's relating to the origin of the Mafia, which started because the US government banned alcohol (the prohibition). The Mafia had the resources and the means to transport alcohol, and thus grew to the strength that everyone knows that at. The Prohibition was during the 20's, and Mafia Jinx is dressed as a high class woman going to something like a speakeasy would be in the 20's. As a previous commentator stated:

I take it you've never seen period dress of the 1920's, which was the height of the Mafia's power in America, and also the source of inspiration for the Mafia skin line in LoL. Nor would you seem particularly familiar with the fashion of the 1960's 'hippie' decade if you'd call something hippie for having fringe and a feathery hat.
Those are really easy mistakes to fix, though. If you don't like the look of a skin, or think it doesn't follow its theme, you could do some research on the subject using the internet, and provide suggestions in line with the skin's intended theme, and people in general would be inclined to take your grievances into greater consideration.
