Item Unique passive?

Would it be viable to have the ability to reduce an opponents crit chance on strike? I mean like at the most 20%. For example, reduces the attack speed of nearby enemies by 20%. As much as I love crit chance reliant champions, sometimes it just feels like there is little to no counterplay to it aside from blinding them (Champion reliant abilities) or buy items that don't necessarily deal the problem head on (Thornmail, frozen heart). I would love an item that counters RNG mechanics... with RNG mechanics. I'm not saying that it would block the crit chance damage, rather it would just deal the standard attack damage that the enemy champion would originally give. I know that there are champions that rely on crit chance alot, but having some kind of counterplay other than kill them quickly would be nice
