Djinn/Genie-type Champion
I was thinking something along the lines of a melee/support champ where the choices on how to use your abilities are the key focus. Buff an ally or debilitate/attack an enemy? The ult is all about how making wishes can backfire. For allies, using all 3 abilities may allow you to burst down an enemy, but leave you very vulnerable after the fact. For enemies the deal is the same, and you'll have to contend with the newly-empowered Djinn afterwards. Allowing the buff to expire will add some counterplay to this. This champ can be built all sorts of ways, from AP to tank, and maybe even AD, though it will probably always be most effective when around an ally.
Damage values are up to change, and I'm unsure of what mana costs should be (probably high).
Passive: Pure Flame
Takes 3% reduced damage from physical attacks Active skills give champion 2 AP/skill/level.
Q: Flame Enchantment
Casts a fire spell that makes the next basic attack launch a fireball at a nearby enemy (prioritizing champions). Affects allies within melee range. The fireball is midrange, and originates from the attacker's position.
Deals %50/60/70/80/90 basic attack damage +.3xAP 5 second CD
W: Bound by Fire
Places a mark on a friendly/enemy unit or champion. When reactivated, Djinn teleports to the marked, consuming it and dealing damage in an area. Only one mark can be active at a time, and lasts 15 seconds. Placing the mark is a long range ability, and the teleport is global.
Deals 50/70/90/110/130 +.5x AP 15 second CD
E: Soul Whisper
If used on ally: Empowers ally to deal additional damage for 2 seconds.
Increases ally AD/AP (whichever value is higher) by %1/2/3/4/5 + 1% Djinn's AP
If used on enemy: Deals damage and redirects % of damage dealt by the afflicted to surrounding enemies for 2 seconds.
Deals .5x AP to enemy, and redirects %10/12.5/15/17.5/20 enemy damage dealt.
Melee range 12 second CD
R: Wish Maker:
Grants 3 wish charges to an ally/enemy. Wish charges allow abilities to be cast with no cost and %10 reduced cooldowns. After 3 wishes are spent, a 5 second silence is inflicted and Djinn gains % Armor, MR, AD and AP for 10 seconds. Wish charges last 8 seconds.
Djinn gains %10/20/30 bonus to stats
Mid range 90 second CD
