Lore wise, azir was just a normal human being but was ascended and received his bird like structure.
I don't think azir could remove his mask, and what's under it wouldn't be who he truely was. He's kinda like mordekaiser, just dust under that armor (or sand).
I think the armor is built into his ascention seeing as he had no time to make any ascention Armor before his ascention failed and shurima was destroyed or at his rebirth
