CCOS Good Neighbor Review: Oracle, the World's Witness

Be sure to check out November's CCOS competition for a plethora of other champion concepts!

Check out the beginning of Ebero’s story here!

Ebero Clemaine numbers among the most dangerous men in Runeterra. While his true origins remain shrouded in mystery, the man behind the mask has regularly reared his head throughout much of Noxian history to spread death and decay wherever he goes. A powerful alchemic sorceror, the piles of Ebero's victims corpses are rivaled only by his dizzying ego. In game, Ebero takes the role of a patient and deadly mage, who carefully cultivates unique and potent symptoms in his most unlucky of targets.

Primary Role: Mage
Secondary Role: Controller
** Health: 548 - 1942 [+82 per level] Health Regen: 7 - 18.9 [+0.7 per level] Mana: 380 - 1128 [+44 per level] Mana Regen: 8.03 - 17.38 [+0.55 per level] Range: 525 Attack Damage: 55 - 106 [+3 per level] Attack Speed: 0.625 [+0 - 23.5%] Armor: 23 - 83 [+3.53 per level] Magic Resistance: 30 Movement Speed: 330**

ABILITIES:

View the Google Doc for the kit here. If mandatory edits are made, then I will clearly indicate them, although I will also do my best to update the tooltips.

Passive - The Plague Ebero's spells apply the Plague. Ebero's spells against targets afflicted with the Plague cause them to develop Symptoms, which have additional effects. Corpses slain by Ebero will also apply Plague to nearby targets.

UNIQUE INTERACTION: Friend of a Friend: Ebero takes 1 less damage from Twitch's passive (which applies to his W as well) and E.

Ability Notes:

  • Champions affected with the Plague will leave a small tail of green smoke behind them, akin to Dead Man's Plate red trail; however, this is not visible through the Fog of War. Champion corpses will emit a faint green aura.

  • The Plague debuff and each respective Symptom is visible on affected champion's HUD bar, as is Immunity.

Q: Plague Flask _Ebero hurls a vial that deals magic damage and applies Plague. Against Plagued targets, this ability will cause them to develop Boils over time. If he hits them with another Plague Flask, then all current Boils will rupture to deal magic damage in an area and apply Plague. _

http://i.imgur.com/z2N2BE1.png

Ability Notes:

  • Boils are represented by a growing red bar beneath the affected champion's resource bar. For reference, think of Annie's stun bar, except all intervals are red.

  • The rupture range for Boils appears once at least one has matured fully, and resembles the cast indicator for Yorick's second Q, Awakening, albeit on a much smaller scale. Both Ebero and enemy champions can see the rupture range.

  • Upon Boils rupturing, the afflicted champion will glow bright red during delay.

  • Spell shields will block both the damage of Plague Flask and the application of Plague/rupturing of Boils.

W: Will of the Plague _Ebero summons plague gas at the target location, dealing damage over time and applying Plague. Against Plagued targets, the gas will inflict a heavy slow before stunning. _

Previous version Previous version

Ability Notes:

  • Unlike Akali's Twilight Shroud, this ability does not grant vision within its area.

  • Note that this ability will only stun Plagued targets still within.

E: Herald's Purge _Ebero deals magic damage to the target enemy, applying Plague and reducing their magic resistance. Against Plagued targets, it will deal additional damage over time, interrupt channels, and inflict grievous wounds. _

**R. Flight of the Plague Doctor: ** _Ebero passively gains vision of Plagued targets. He may activate this ability to blink to their location and unleash a blast that deals magic damage based on the target's missing health. A copy of Ebero will also spawn to attack other champions afflicted with Plague, but deal no damage. _

Ability Notes:

  • A crow will caw globally upon Ebero blinking.

  • Ebero's clones will display buffs and item visuals like him, as well as items on their HUD.

  • Nothing can save you now.
  • The plague takes all, in time.

Upon casting Flight of the Plague Doctor on a corpse:

  • Our business is complete, but my work is far from finished.
  • I have already cleansed you.
  • Your corpse will stand as a monument to my prowess.

Upon killing an enemy champion with Flight of the Plague Doctor:

  • (Ebero laughs loudly)
  • Your last breath has now passed.
  • Death comes for us all, in the end.
  • Weep for me in the afterlife.
  • Another corpse for the pile.

Joke: Ebero unstoppers one of his potions and samples the aroma. He gags and drops it to the ground.

  • (wheezing) Definitely.....not......cologne.......
  • (coughing and gagging profusely)
  • That was not one of my (cough) better ideas.
  • With this concotion, I shall lead ALL TO RUIN - ack, agh, bleeck!

Dance: Ebero juggles three of his potions, hopping from foot to foot and turning around in a circle as he does so.

Laugh: Ebero laughs haughtily.

Upon death:

  • Pesky immunes....
  • Of no matter. My plague outlives all.
  • (chokes violently before gasping a final breath)
  • (coughing) Foolish, broken souls, thinking they have won.
  • (quietly) At long last.

That's it for now! Please leave any feedback you can below, and best of luck to all other CCOS participants!

Fever alone will not render its target Immune at the end of the duration. OLD

Flight of the Plague Doctor:

  • REWORKED! NEW: R. Flight of the Plague Doctor: PASSIVE: Ebero and Ebero alone perpetually gains true sight of all Plagued champion and champion corpses within 2500/3500/4500 units. Cracks knuckles

Alrighty boys and girls, let's get right into the thick of this.

So as per the norm when I sit down to do a book-length review I like to break it up into sections and provide thoughts/advice for everything. I am not certifiably the best critique for champions on the Boards but I know enough to tell when something just doesn't work right. Without further ado, let's begin.

LORE

The lore has a bit of backstory for the champion. It's mostly exposition telling about some other champions who have interactions with this champion that haven't happened yet. I'm not 100% on the whole "Vladimir is allied with a Noxian" thing, but maybe I just haven't read his lore thoroughly recently. Other than that I like it; it's mysterious and spooky with a hint of what's to come. What I DON'T like about it is how little Ebero action I see. The lore/story should tell a bit about the champion and their backstory. Even the little insert you have at the top doesn't really do much other than tell who Ebero is (an alchemist with a taste for giving people the plague) and that he's deadly (piles of corpses - plague does that to a man). Besides those little things I enjoy it, but I'm left with a thirst for more.

STATS

Everything's looking hunky dor - WAIT! Hold up there. That MR doesn't scale. This, on its own, might not raise a whole lot of concerns normally but...do you have an explanation as to why it doesn't scale? I mean this is totally ok if you have a reason but...upon an initial glance it doesn't appear that he should really not scale MR. Makes him weaker against the mages he'll most likely be going up against.

KIT

[Passive] - The Plague: Hmm...it looks alright. I love the idea that he spreads this plague around to people he hits with abilities, but I'm a bit sketchy about the whole "indefinitely" thing. Without reading into any of his other abilities, this seems really, really powerful. You could potentially infect every enemy champion with The Plague and then just keep tagging them with abilities to develop symptoms for them. Since it only cleanses when the die, or when Ebero dies, you could abuse this and never have to worry about making them develop symptoms unless you happened to die or they died. And if they're dead, then you most likely killed them and then you can just re-apply it when you get into lane. But I digress: I haven't seen what the symptoms are, so I'll come back to this at the end of the review. I like it, but I need to know more before I can properly judge it.

[Q] - Plague Flask: So kinda like Twitch's W, but it does damage and can do the whole Symptom thing? Well that's alright. It's AOE isn't super massive so you have to kinda predict where they'll go to hit them. The Boil Symptom seems pretty good too; you have to time your next Flask to hit them when they've got enough Boils to do lots of damage. And, since this ability gets rid of Plague when the Boils detonate, I find it to be alright. The damage can be pretty massive, especially with 80% AP scaling on the Boils, but early game as long as Ebero's is shut down you won't have to worry too much. However, I remember your passive mentioning that it's possible to infect a person with every Symptom, so this could be problematic. But for right now I like the ability and the theme. Well done.

[W] - Debilitating Blight: Another AOE? Well some single target at this point would be appreciated but I suppose it's eh. Without the Symptom this ability is pretty good: It's DOT in an area of effect that gets bigger kinda like Cassiopeia's Miasma and does damage in that area. Alright, I can get behind that. I don't quite get why he's rendered invisible whilst in the gas, because then it's kinda like an Alkali shroud AND a Cassiopeia miasma which seems a bit unfair. It's workable though.

But the Symptom, which this ability can apply through using this ability, is pretty nasty. It adds a stacking slow and a ground, meaning that a person afflicted by this can't really do much if there's another champion witch CC on Ebero's team. I do like that the only way they're feared is if they happen to be in the area for the full duration, but that makes the ability pretty strong if, as I said, Ebero has another form of hard CC on his team.

[E] - Herald's Purge: This is...really really strong, actually. The damage isn't anything spectacular for a single target, but the effect that it has is...ok, let's take a step back. It reduces the magic resistance of the target by a percentage for 4 seconds AND has additional effects based on whether or not they're afflicted by Plague which, by the time you have this ability, they probably already will be. With the Symptom, it gets rid of all their non-ultimate buffs, deals more damage (over time) and inflicts them with Grevious Wounds. So, disregarding my dislike that this ability gets rid of all the buffs a person can have that aren't ultimate (I'm guessing this includes shields since some of them are buffs), this ability is preeeety overloaded. It has like 5 effects total and all of them are a huge middle finger to whoever Ebero is fighting. I believe the best course of action here would be to tone down what it does; considering the interactions with his other abilities, it's possible to afflict an enemy with every single Symptom and then re-apply Plague using a specific combo: Q to begin, E-W-Q once the Q is off cooldown and then, to finish it off, yet another Q to pop the boils and apply Plague again. The amount of damage you'll be dealing post-3 is absolutely insane, and I haven't even gotten to his ult yet.

Then again, that's all up to you. I'm just giving you my thoughts on it and how it looks to me. Personally, I wouldn't enjoy fighting this guy.

[R] - Flight of the Plague Doctor: I should start this off by saying I like how this ability theoretically works. Anyone afflicted with Plague will be under the impression they're going to die whilst they might not ACTUALLY be dead.

But that's...that's about where the whole "loving the ability" thing ends for me. Sorry.

I'll explain why. And no, it isn't the blink range: I'm 100% cool with how close you have to be to someone to do this. But what you can do with it once you've gotten within range is very tilting from a gameplay perspective. Firstly, anyone who you can blink to already has the Plague debuff, meaning that Ebero's other abilities will interact with them. You can blink to the poor souls and then just unleash your Big Damage Combo (BDC for short) to nuke them better than a Zed with pre-rework Yommuu's (ok, maybe an exaggeration but you get my point). Secondly, and I'll start off by saying the damage is no problem for me because this is an ultimate so the scaling and damage are good and will carry him into the late game pretty effectively (based on your build path) (takes breath), but the sheer utility of having this on a champion who's entire kit is based around putting these lethal symptoms on champions and just generally wearing them down through a war of attrition and timing is, and let's all say it together, INSANE.

Granted, this is a mo-bility (get it? Mobility ability, so I just...yeah. I'm not funny) on a character who doesn't really have any. But I mean that shouldn't be his purpose. The only thing this creepy alchemist who goes around infecting you with pustules and the Bubonic Plague didn't have before his ult was a gap-closer, and boy does he now have one of the better ones. It deals damage, closes the gap, and pretty much ensures you get your BDC off on whoever's infected with the AIDS you gave them with your other abilities.

Keep in mind that I'm attempting to be satirical whilst writing, as I always am, so there are some things that I exaggerated. But much of what I've said holds a degree of truth and experience; no-one likes playing against Zed and Yasuo, two of the gap-closer-y champions in League, and giving a higher damage output mage an ability that does both of those things (damage and gap-closing) is really really nasty.

Ryze's new ult is a bit similar, but if you mess it up you can easily disposition your entire team. It has utility, but it doesn't necessarily boost Ryze's DPS or his other stats. Just moves him across the map with a couple of buddies.

Flight of the Plague Doctor (I like the name btw) does that, except it also confuses everyone who's got AIDS from this guy, deals damage, and sets up his BDC.

WAIT WAIT WAIT WAIT WAIT

In case it wasn't obvious, I found something I'd previously overlooked. And it's big. Really big. So sorry for this sudden intrusion but I'm too lazy to go back and change my entire Ult review so I'll just add something in here.

I take back what I said about the range. It's a global reveal range and a completely busted (BUSTED I SAY) blink range. It's like you took Twisted Fate's ult mechanic of revealing all enemy champions (at least the ones afflicted by Plague) and then combined it with Zed's blink mechanic. Except instead of being separate, you pretty much just do it to whoever you want because you can do it across nearly half the map. Plus it deals damage and it...ok you get the point.

CONCLUSION

So Ebero seems like a pretty chill dude. He takes his coffee with cream and five sugars and his people filled with disease and rot. He also takes his mid-lane opponent hot and ready like a McDonalds biscuit, which he promptly proceeds to punish for living under the impression that they could actually stand up against him. Far as I'm concerned his quotes are spot on because it is literally a nightmare fighting this walking HIV donor. Honestly his kit is more overloaded than a Yummy Burger and at this point he'd be a pick or ban champ. No one would enjoy fighting him. I recommend taking a step back and reviewing his kit and how everything interacts, constantly asking yourself "Would I enjoy getting AIDS from this man?" If the answer is "No," then there's more work to be done. I've reached the character limit, so best of luck to you with what I've given. Stay Frosty.

This is one of the best designs Ive seen. I have WIP that I posted. I just wish I had the ability to make their posts looks as professional as yours.

Oh my god, this is AWESOME and totally deserved the second spot on CCOS!

fugertech11/9/2016, 5:19:53 PM1 votes

My first question is: Where did you make those ability sheets? Because I really want to know so that I can make them too.

In other news, I'll probably come back here and give you a conclusive review for this champion because he seems really cool. But I'm downloading software and talking with friends and school is happening and it's just UGH

I think this is a very interesting idea; I really like most of it. 1 thing popped out to me, but it is rather minor. In his taunts, you said that Renekton and Nasus are rivals, but they are actually brothers and allies. They work together throughout the Shuriman lore.

So I've got some thoughts on this guy, but I won't be able to respond until later tonight.
