Legendary skin concept: Hair Removal Singed

First off, no part of Singed would actually change much. His base model would be exactly the same, his particles would be exactly the same; the only real change Singed himself would receive are maybe some new voice lines.

Now what makes this skin Legendary quality is that whenever an enemy champion dies from Singed, they respawn back as bald as Singed himself is. This is regardless of whether they are male, female, star dragon, or yordle.

I'm talking about bald Miss Fortune. I'm talking about smooth chest Gangplank. I'm talking about hairless Teemo.

Once an enemy champion is killed by Singed, they will not have a single follicle of anything even remotely resembling hair left on their character model for the rest of the game.
