Vera, The Miner Girl [Updated with Lore and damage]

Lore: As a young girl, Vera never fit in with her father and his coworkers in the mines, she would run around and ask silly questions to everyone. As she grew older though, she was able to do more for the mines, and help her father work. By the time she was fifteen, she had gotten the attention of the other miners, and by seventeen, she was forced to leave on her father's orders. After getting her things and attempting to leave the only home she knew, she was stopped at the exit by a man whose wife had died a few years ago. She ran from him, seeing the look in his eyes, and was saved by the mine collapsing in on itself, killing him in the process. The collapse opened up hundreds of new tunnels, and she picked one at random. Going deeper and deeper, she heard a faint humming sound, which she ran towards. When she got there however, the sound was being made by an ancient mining tool, a chainsword, still in the hands of a bleach-white skeleton. She removed it from the poor sap's grip, knowing it was her ticket out. As she chewed through the surrounding rock, she remembered her father talking often about these things. He knew it was there, she figured...and his daughter was the one who was destined to use it.

Passive:Miner's Sword- Vera can pass through all terrain at 10% of her movement speed, without the lower cap applying (so if she has 400 movement speed, she'll go 40 units a second)

Q: Engine Start up-Toggle Off- Vera's autoattacks apply a DOT on enemies, dealing an additional (50/75/100/125/150) damage per second over 5 seconds. Toggle On- Vera starts her chainsword up, dealing an additional (10/20/30/40/50) physical damage per half second as long as her target stays in her attack range (175) She moves 20% slower while attacking NOTE this does proc on-SPELL effects, not on-hit

W: Magnetic Gauntlet- Vera removes her chainsword's motor, causing her q to toggle off. She throws the motor to a target location, dealing (50/60/70/80/90) magic damage. After 2 seconds, she pulls the motor back in, dragging all enemies in it's path with it to her, dealing (80/90/100/110/120) physical damage.

E: Chainsword Ride- Vera plunges her chainsword into the ground, and mounts it. She then dashes forward, following the cursor quickly(45 degree turns) Upon hitting a champion, she removes the sword from the ground and knocks the champion up, dealing (100/125/150/175/200) physical damage and starting her motor up. If she hits a wall, she will be knocked up for one second.

R: Stone's Bane- Vera re-formats her sword into a saw, gaining (80/90/100) attack damage and 225 range(400 total) During this time, her passive has no penalty, her toggle applies both effects, she throws the sword instead of the motor, and her E can go through walls. She can launch the saw forward, dealing (200/300/400) physical damage to the first champion it hits, and causes her to dash towards them.

Here my review for your champion:

Lest first start by her basic attack range: Melee champion (even with big weapon and all) at between 125-150 attack range. the only 3 with 175 attack range are spear user, which make sense as spear have higher range then sword, if you get my point.

Lest move on the the Passive : Miner's Sword : I like the idea by itself, i guess she is still vulnerable while digging?

Q:Engine Start up : Here the problem is that the passive it give is way too strong. each auto attack giving a pretty strong dot. Many put it with her Toggle on ability ?

W: Magnetic Gauntlet : First let me say that removign a motor from anymachine in few second is a damn miracle xD, but i think the pull here is a little too strong. You see, Blitz signature move is to pull someone in, but only 1 person. with that skill you can drag the whole team. I think it would need some rework here.

E: Chainsword Ride : While i like the idea, its a little like Sion Ult?, while stilll being a safe Engage, its a terrible disengage tool. and by any lenght of wall.. you should impose a limit XD (imagine using it near the outer tower of red side, in the Tri bush. if you face north, and get over the wall, youll be next to the inner tower.) Also, people tend not to liek to rely on probability ;)

R: Stone's Bane - with that attack range bonus, you literaly become a range champion. but over that i thik you should keep it simple and keep only the launching part.

For my conclusion, i think it still need some rework in general, but its on a good start ^^ keep up the good work =D
