Leo - The Wave Crasher

Leo was an orphan in Bilgewater, his mother sent him to work aboard a fisherman ship. The crew decided to hunt a monster called "The Sea Devil" which is worth a life-time fortune. It was in a storm when they saw the sea devil, the crew managed to catch it and immobilize it with harpoons and robes. Leo had to make the final blow with his harpoon, but instead, the waves hit the ship hard and threw Leo in the sea. The captain let the monster go and saved Leo; to save his reputation among other captains. The crew blamed Leo and called him a burden, so he ran away and swore to train hard and never be in need for others help. After 10 years of training near the rocky caves where no ships can go, he became strong enough to endure any wave in any storm. He went in a journey and managed to catch the sea devil by himself. Back on the ship, someone has told him the heart of the monster contains the power to control the sea itself. Leo put the fortune away and ate the heart, and immediately he felt the power of the waves moving through his veins.
Basic attack: Melee, using his fists.
Passive – Wave Crasher: While standing still, all damage inflicted to Leo is reduced by a % (scaling with level). He also cannot be knocked up or knocked back (while standing still). This is due to his training and endurance.
Q – High Tide: Leo sends a wave that travels a long distant, the wave deals damage the more it travels. Enemies hit are moved a short distance along the wave's path. Recasting while on the path of a current wave will consume the first wave and sends a new wave that deals less damage (can cast Q 3 times at max ,when R is level 3)
W - Hunter's Harpoon: Leo throws his harpoon, dealing damage to the target. If Leo was using his E, casting W will make Leo jump from the wave and throw the harpoon while mid-air, this will root the target for a few seconds.
E - Surf: Leo orders the wave to carry him (surfing!) moving him along its path. He can still recast Q or use W, but he cannot use his basic attack and his passive damage reduction % will be reduced.
R – Sea Devil: Leo summons a lightning storm that damages enemies caught inside it. He also summons a whirlpool that pulls enemies to its center. Both the storm and the whirlpool are in the same area. R level 1: Q can be recast 1 more time (2 in total casts before waiting for CD) R level 2: E can be recast 1 more time (2 in total) R level 3: Q can be recast 1 more time (3 in total)
Skins: Classic: Leo wears a swim suit, with tanned body and a lot of scars. He has a combed blue/grey hair.
Sea Devil Armor: Leo Covered in fish bone armor, with the skull as his helmet and a fin on his back.
Gorilla! Leo is transformed into a gorilla with a yellow harpoon!
I think Leo is good as solo with his defense, offense and mobility skills. While also he is good in team fights to chase enemies and immobilize them. His passive needs him to sacrifice mobility (standing still) to gain defense power, and his harpoon while surfing will make him lose the wave ride. He is melee, so he needs the mobility but will have to get closer to enemies. Adjusting his damage, mana costs, CD...etc will make him well balanced imo. Also, having a champ that can surf waves looks bada** Just imagine a champ surfing a wave and finishing an enemy off with his harpoon! .It would be cool to see him ride Nami's ult wave as well and maybe have a side quest with/against GP or Fizz.

Update: The center of the ulti should be Leo's current position. E can be used on a wave (stated above), or if Leo is not on a wave, he will order all the waves to be directed towards him. The waves will deal lower damage to enemy who were hit recently by one of the waves.
