Recipe: Tear of the Goddess + Boots + 600 Gold. Effects: UNIQUE Passive: Enhanced Movement: +25 Movement Speed UNIQUE Passive: Awe: Refunds 15% of Mana spent. UNIQUE Passive: Mana Charge: Grants 4 maximum mana on spell cast or mana expenditure. (Up to 2 times per 8 seconds) Caps and transforms at 750 Mana.

Transformed Version: UNIQUE Passive: Enhanced Movement: +25 Movement Speed + 1.5% of your maximum Mana. UNIQUE Passive: Awe: Refunds 15% of Mana spent. Unique Passive: (Insert name): Gain Movement Speed equal to half the Mana lost when using an ability for 2 seconds. (Does not stack at the same time, but when one stack is lost the next stack is used. The higher speed amount is prioritized.)

This would definitely empower some mages, but it would fall off late game. For someone like Veigar, this would possibly become their first item, especially when they need to play safe. This can also significantly help AD casters with heavy Mana costs and low mobility.

This looks like it would work quite well on mana-draning Enchanters along with mages and AD casters. It would be a good replacement for the standard mobi boots on supports.

The static MS shouldn't scale with mana, and 1650 gold for a pair of boots is too much.

Ryze is jizzing out his scroll right now. Realistically get about about 80 passive MS, along with an additional 20 - 50 MS after his incredibly short CD casts. Also, 1650 G boots. Cool. Triple Tear build, let's go.

Isn't this a late game item? In the early game, it only provides a small amount of mana and T1 boot-level of mobility. It's only when it finishes transforming that it does something.

If you're going to make ANY boots, wouldn't it make sense for them to be 900 or 1100 gold like all the other boots in the game? Let's say, in this case with having tear, 1100 (Tear is 750, boots of speed are 300, totals 1050 + 50 for 1100) or, what would make a lot more sense for a cheap item, just having mana crystal + boots of speed for 900/1100 gold? I like the idea, but the point of boots is to be cheap, providing move speed and something a little extra, and I certainly think a 1000 mana item like this (Tear gives 250 base mana and 750 more as you stack it) is a bit too much for something like this. However, something like this with a mana crystal instead (less mana, but same effect) would make a lot more sense. Just my two cents.
