Utility Dependent BURST item for Marksmen

Alright, so no one likes enforced meta. (Nuff said) And its hard to try and make utility marksman good right now, since they're utility has to cost something, they don't have burst or safety like the in-meta marksmen. Its quite clear now that by trying to make higher burst items will flat out change nothing and create more problems. But what if a specialized item was made that couldn't be fully optimized by most in the meta marksmen? Something along the lines of this:

C-Eyes Cloak and Medal (Ranged Only) 30 attack damage 10% lifesteal 10% movement speed Unique Passive: Grace in Debilitation When the user of this item uses they're spells to inflict debuffs or cc against an enemy champion, they gain stacks of Grace in Debilitation dependent on how entertained the C-Eye becomes of it. You also gain 16 stacks of Grace in Debilitation when you give temporary vision where you can't see, the number of stacks gained is doubled if you reveal an unseen enemy champion within 2 seconds of casting that spell. Stacks of Grace in Debilitation are capped at 300. (The amount of stacks the user gains with they're abilities that can apply cc or debuffs to enemy champions is displayed in the abilities tool tip with this item.)

Unique Active: Discharge of the C Essence The user gains attack damage equal to 15 + (0.1 times each stack of Grace in Debilitation.) for 10 seconds. If the user has at least 200 stacks of Grace in Debilitation, this attack damage value is increased by 30. All stacks of Grace in Debilitation are consumed upon activating Discharge of the C Essence. (110 second cooldown) Story: The C-Eyes Cloak and Medal is legendary in its own sense, that part of it isn't item. There is a living creature from the void within it, that peeps every now and then, it can share its own thoughts with the wearer of this item. The cloak itself makes the wearer feel light when moving, and the medal would have felt stylish, had they're not been this accursed thing living in it. The creature doesn't have any sense, it can't hear, it can't talk, and yet it only opens its eyes when someone around is freezing, poisoned, crippled, locked in chains, being held down. The eye is very familiar with such acts, of hurting someone and having them prevented from being able to do anything. This thing even likes to open its eye when the wearer can see what they're not supposed to, the eye seems to draw inspiration each time it pushes its lids open to see what you normally wouldn't see, and other creatures becoming weakened. There's a rumor that says the creature was a previously very powerful titan with an army from the void, and no one could ever slay the beast. It may be because of this, the ancient people of Shurima locked it in the medal so it could never do harm again. Now it sits waiting, only looking when others feel this kind of weakness it feels, it sits waiting to release its power once again to destroy others.

Just so everyone knows, I have no idea if the items too strong or too weak, this is just an idea that can be tweaked around by anyone of you guys. The first adc that comes to mind with this item is Ashe , for obvious reasons she would benefit a great degree from this item. She can grant vision, apply cc very often. Another pick that comes to mind is Varus , since he can apply Blight to enemy champions he would gain a stack with each auto attack, and he has his own cc to add to it. Quinn comes to mind, since she can grant temporary vision or debuff enemy champions. Twitch could take use of it as well, I have no real clue if he fits the meta or not but he would take use of this with his passive and his flask throw ability that slows and grants vision. Please share your thoughts, feelings and tell me if it gets you excited at the thought of using this item in your builds, and remember I'm not good with the values so I have no clue if its too strong or not. NOTICE: Iv'e made an advanced version, that will only be rewarding by its own (Riots own) preference. Its more fascinated by Varus stacking his blight then Vayne stacking silver bolts. Its more interested in seeing Ashe freeze her opponents then Kalista chucking spears. To clarify, because of its passive it wont reward everyone the same amount of stacks when they apply they're cc or debuffs to enemy champions, this way if a champion suddenly became broken with this item Riot could just change how easy it was to stack the passive with that particular ability. If say, some abilities had too low of a cooldown and stacked this too fast the number of stacks gained by that ability could be lowered. Because the item has its magic come from the void creature C-Eye, its all based around its preference. (Or game balance) I don't know how much gold this would be worth, or if it would be too broken in the League but I think Riot could use my idea to a great extent and at least make a similar case item. I have made a picture using Paint just so you get an idea of how it looks. If you want to make a way cooler picture you can, but please tell me so I can add it and give credit to you. I'm very sure Rioters need to see this, because it would be a great assistance in the least for them to know how they could tackle down one big problem at once. The meta is, and has been mobile burst marksmen, leaving utility burst marksmen behind. Not only this, but the fact that the utility marksmen consist of older champions that NEED a remodel has made players prefer the newer mobile ones. Riot, you have stated that you don't want these champions to be mobile, and you really couldn't otherwise you would have to take away they're utility which makes them so unique. Every attempt to somehow buff them through items has failed as mobile carries are much safer, and deal just as much damage as the utility carries. But if this item or a very similar item was brought to the rift, utility marksmen would have they're old significance again. Utility marksmen just aren't as significant in high competitive play because its easy to counter. A jungler could gank a bot lane Ashe and Sona much easier and much more often than a jungler could gank a Lucian and Sona, if he is coordinated with the bot lane support. Even if all ganks fail, they fail taking enemy bot lanes mana with them, and he also has them pushed with less minions. Another point to show everyone is, that items didn't really scale quite as well on utility carries, unless you count Ashe building Statikk Shiv which gave no lifesteal to survive a dashing champions burst. Varus can't rush Statikk Shiv, obviously since that would be like sleeping on the floor next to your own bed. Varus has solid ad scaling that he relies on for his spell casting, and so he rushed Blood Thirster. But ever since that change, he has become weaker, while at least Graves had become a major pick since the item best synergizes on him so well. Varus could build Infinity Edge, but then he has very low sustain to survive engages, he could build Blade of the Ruined King, but he wouldn't have efficient spell casts. You could try and build two Dorans blades along with infinity Edge, although you won't be ahead if you don't snowball hard thirty minutes in. And Urgot, I don't even know if Urgot should be going bot at all, I don't know if he can top either. But he does apply debuffs and have cc of his own, making this item a good item for him too. There are plenty of marksmen that would NEED to take advantage of this item, the idea is that while they're trying to build stacks they have weaker raw stats unlike the guy building B.F. sword and Vampiric Scepter, but when they reach 100 stacks or more they will have the dueling power to fight off that guy if they can't disengage, thus relying on they're support or they're cc abilities to lock e'm down. Even if you think utility adc's have a place as assisting the team, they're still weaker because of the items meta currently. Alright, that's one giant titan of text I don't want to retype, PLEASE give feedback and share with anyone who might be interested in the image or item stats. If Riot sees this PLEASE expand on the spectrum of buffing utility marksmen through the item choices. I'm very happy to assist and share this idea, its been stuck in my head all day and I was so ready to let it out hours ago.

About... the closest way I can think of that would prevent this item from being abused by too many.

Allow the item to scale with bonus AD, and an active that can only be applied to your target after you have hard CC'd the target and only after YOU have applied the CC. Or set it to a passive, after you've applied a hard CC to the target, your next AA will have a spellblade like effect based on bonus or even total AD. Quinn& Vayne are the only two I figure may need special exclusion. Kalista ult won't count as it isn't her CC but her soulbound.

Don't worry, I edited my original post and shown how it wouldn't be strong on Kalista or Vayne through special reasoning. ^ ^

i could see this being abused by champions like Mundo

ranged only

something fixed so easily shouldnt be even noticed

what i dont like abot the item is that it provides the damage to utility marksmen

ulitity marksmen arent bad because the deal less damage they are bad because ppl need marksman to do the highest possible damage so utility marksmen who buff their team just waste their time since ranged dps>meele dps

giving those marksmen an form of good damage steroid means creating the same problem as we face with mobility vs meele where mobile champions are as tanky and deal the same daage as the immobile ones while having that mobility on top of it

Here's the thing, most Rioters that have spoke say they don't want to see utility marksmen have mobility. And they aren't very good, even with they're utility they are never used in high competitive play, because more utility outside support is undesired for carries. Riot can't increase they're natural burst or scaling because they will be broken. I disagree with the mobile carries are superior to tanks, mobile carries can't eat damage up from Zed or Talon, not even Veigar. The only marksman who can eat damage is Graves, but he's probably gonna get nerfed with his super high win rate.

ofc they cant but what can a tank do? get stunned ? or maybe watch as enemy lifesteals off him ? he will live longer but he will do less

because more utility outside support is undesired for carries.

its not that its undesired

its just not effective in current game to spare even a bit of your powerbudget on utility instead of damage/mobility

Yea this would be a great thing to add to the game, would make alot more AD carries viable, but it might be quite over powered with Caitlyn or with Nidalee , as they are constantly giving vision with there traps, or maybe a Heimerdinger turret or Shaco turret. I find this a pretty awesome item, just a very BIG item that could make some issues. I didn't read all of the NOTICE, because It looks quite large. :P So would this work on ashes q? every auto they gain a stack?

Its ranged only, so Shaco falls out of question, and if Heimerdinger became a thing as an adc the amount of stacks gained could be lowered because: To clarify, because of its passive it wont reward everyone the same amount of stacks when they apply they're cc or debuffs to enemy champions, this way if a champion suddenly became broken with this item Riot could just change how easy it was to stack the passive with that particular ability. (Or game balance) But the nidalee and Caitlyn issue still exists, and I think I can safely say it wouldn't be too strong on them since they have somewhat hefty cooldowns (On said vision abilities) and in order to get the bonus 8 stacks someone needs to step on e'm. Thanks for asking cEdgy, (Pun intended... Wut) the NOTICE is quite large, so I can see why it would be a really big issue.

well with cait and nid, there cooldowns are quite low, caits trap is 20 seconds early, but 8 late game; Also they have a double use, as they allow vision when placed AND when stepped on. This item might end up being the next feral flare. >.>
