Rul’Koth, the Energy Manipulator

Passive:Equivalent Exchange For every 2% missing Mana, Rul’Koth’s Mana regeneration is reduced by 1% (Max 40% mana regen reduction), but for every 10% missing Mana, Rul’Koth’s spell Damage is increased by 2%.

Q:Corrupt Discharge- Cooldown:4 Mana Cost:20/27/34/41/48 Range: 300 from radius

Rul’Koth emits a burst of siphoning energy, dealing 30(+50% Ability power)/50(+50% Ability power)/70(+50% Ability power)/90(+50% Ability power)/110(+50% Ability power) magic damage and silencing any unit dealt damage for0.5 seconds. For each enemy champion hit, Rul’Koth regains 5% of his missing mana.

W:Mana Shield- Passive: Rul’Koth uses his own energy to protect him from combat. For every 1 damage from a champion or epic monster, he loses 2 mana instead of losing health. Only 50/70/90/110/130 damage can be prevented by Mana Shield every 8 seconds and the shield recharges while out of combat. Every time Rul’Koth’s shield drops to 0, he begins to adapt to Runeterra. If he loses his shield and is out of combat for 5 seconds, his maximum mana increases by 2.

E:Void Resonance- Cooldown:15/13/12/10/8 Mana Cost:70/75/80/85/90 Range: 825 Rul’Koth launches a sphere of energy in a straight line. At any time, he can teleport to where the sphere is. If the sphere hits a unit, it deals 60(+50% Ability power)/90(+50% Ability power)/120(+50% Ability power)/150(+50% Ability power)/180(+50% Ability power) magic damage to the unit and, for 3 seconds, they are marked, in which Rul’koth can teleport to the unit dealing 30(+10% Ability power)/45(+20% Ability power)/60(+30% Ability power)/75(+40% Ability power)/90(+50% Ability power) magic damage and slowing them by 30%/35%/40%/45%/50% for 2 seconds.

R:Child of the Void Cooldown:120/100/80 Mana cost:100/125/150 For the next 10 seconds, Rul’Koth emits a strong void energy, dealing 100(+60% Ability Power)/200(+70% Ability Power)/ 350 (+80% Ability Power) magic damage to nearby enemies. For every 2 seconds an enemy champion is in the effect, the damage dealt by Rul’Koth to them is increased by 5% for the next 5 seconds.

Rul’Koth is supposed to be a low-medium damage dealing, mana scaling tank, able to absorb any damage that the enemy team throws at him. He is also supposed to get up in the enemy's face with his E, and deal low, but enough, damage with his Q. Building tanking, high mana/ability power scaling (Such as Rod of Ages and Archangel’s Staff) with a bit of magic resistance and armor so you can live in team fights. Much like Ryze and Kassadin, he is highly rewarded for building Mana items, but unlike them, Rul’Koth is less of a damage dealer and more of a bruiser. With his W passive, he is allowed to absorb more damage than most champions in his game, and he is rewarded for losing mana by increasing his spell damage with his passive. My personal build: Archangel's Staff, Rod of Ages, Frozen Heart, Iceborn Gauntlet, Banshee’s Veil, and Mercury Treads. This build can give him lots of tankiness while still giving him some damage increasing items. He probably will not excel in the jungle due to the fact that he is not shielded by jungle camps and he does not deal enough damage to counterattack, but if someone finds a way, that would be pretty ingenious.

Looks interesting but since Runeglaive gives % max mana regen it would probably be broken on him.

"If he loses his shield and is out of combat for 5 seconds, his maximum mana increases by 2." An increase of only 2 for such an amount of effort seems very underwhelming.
