A feature to allow summoners to regulate their teammates

How about adding a feature that allows the summoner to regulate the players they get matched up with. For example before entering a match they could set some parameters to ensure that they get more favorable/less toxic teammates.

Example ~

AFK %: 0% - 10% ... 10% - 25% ... 25% - 50% ... Any%

Internet Latency Lvls: 1 ... 2 ... 3 ... 4 ... 5 ... Any

Division: Bronze ... Silver ... Gold ... Plat ... Diamond ... Any

Most Favored Role: Top ... JG ... Mid ... Bot ... Support ... Any

...

Could also add a feature that measures how Toxic a player is based how often they get reported/banned and call it a "Toxicity meter" Toxicity Meter: 0% - 10% ... 10% - 25% ... 25% - 50% ... Any%

That would create a 'prisoner's island' scenario. Riot has already stated they are against it, since it does nothing but breed more toxicity.

And what? Make gradations of the meter earnable? Less reports= More control over toxicity? But what about spirals? Where getting more toxic people lands you more (false) reports=more toxic people=more reports etc

i feel like if there is a filter it should be by section of the region, at least in na. east coast, mid west, west coast.
