New Summoner spells Masterpost

Does anybody else feel like there should be more choices in summoner spells? Ignite is the only damaging summoner, and really most roles only take one summoner. e.g. top lane takes summoner 14 or summoner 12 , and ADC always take summoner 7 etc. I feel like there could be others, but they would have to be well thought out to go into the game, just because it would effect the game so massively.

Nuclear battery:

After a small green spark, the user and ally units close to it will get reduced mana/energy/rage consumption during 3 seconds, the affected units are marked with a small aura made of green sparks during the whole duration of the spell, to mark them under this state

@Sancre gave me an idea.

Moneybags! Mark a target ally/enemy for 5 seconds. Nearby allies gain 4 Gold per second, and hitting the target with a basic attack or an ability will give you 4 Gold. Cooldown 240 seconds.
