This mage does not use mana as a resource. Instead, they have roughly 5 stacks. These stacks have seperate cooldowns (around 10 seconds), but recharge fairly quickly. Their abilities are on very short cooldowns, but each uses some stacks. If you have any questions about this mechanic, feel free to leave a comment and I'll reply ASAP.

Cooldown Reduction does not affect abilities, but provides half its effects on stacks. (eg. 30% CDR = 15% CDR on stacks)

I don't want to make a full concept right now, but I can later if enough people see it or enjoy it.

It would depend a lot on the rest of the kit, such as the kind of style that mage goes for and what their niche is. But on its own it does look interesting, almost kind of like an ammo system of sorts.
