XV-09, the Unstable Invention

(Passive) Scavenger Enemy units who die near XV-09 drop "spare parts", which XV-09 can collect (up to 40) Minions and monsters have a 60% chance to drop 1. Champions always drop 5, and Towers always drop 7. On death, all spare parts are consumed. For every part used, XV-09's death timer is reduced by 2% and the gold earned by killing him is reduced by 1%.
(Q) EMP 10 second cooldown 90/95/100/105/110 mana All enemy units within 350 range of XV-09 are stunned for 0.5 seconds and dealt 80/90/100/110/120 (+.3 AP) magic damage. For each unit hit, the cooldown is reduced by 0.5 seconds and 10 mana is refunded (4x bonus for hitting a champion, minimum 1.5 second cooldown).
(W) Electric Smoke 5 second cooldown 50 health and mana per second toggle: All enemy units within 250 units of XV-09 are slowed by 20%, take 10/15/20/20/25 (+.05 AP) magic damage per second, and have nearsight applied to them.
For every 10% health XV-09 is missing, the radius of this effect is increased by 25, the base damage is increased by 5, and the health cost is increased by 5.
(E) Force Field 6 second cooldown 35 mana per second toggle: XV-09 gains a shield for 50/65/80/95/110 (+.05 HP) (+.05 mana), lasting until either it is destroyed or this ability is deactivated. This shield is refreshed every 3 seconds.
Additionally, 30% of all damage taken by allies within 450 units is instead dealt to XV-09. This damage can be lethal.
(R) Thrusters 3 second cooldown 5% max HP and mana per second toggle: XV-09 gains 40/60/80% movement speed. Enemies who get within 250 units of XV-09 are set ablaze, and take (+5% XV-09's max HP) (+5% XV-09's max Mana) per second.
If XV-09 has active shields, they will be consumed to pay the health cost instead of his actual health. If XV-09 doesn't have enough mana to keep Thrusters active, he will instead drain 10% of his maximum health each second. If XV-09 falls below 10% health, Thrusters will automatically deactivate.
