Chroma Packs

Has the possibility of Chromas being sold individually been completely abandoned? 390 RP is still too much, but I'd rather spend 390 on the one Chroma I want than even more RP for that one Chroma + two I'll probably never use.

Also, is there any chance that we (the players) might actually have some input on what Chromas are made? I don't think anyone wants to have to purchase another Chroma [pack] whenever someone at Riot decides to create a new Chroma that he/she prefers over the older ones.

Personally, I'd like to see a system implemented that allows players to create their own (Riot-sanctioned) Chromas for a set RP cost, though I understand that would require significant time and effort on Riot's part.
