Any chance of changing the ^^ eye shapes to something that resembles eye sockets in a skull or something more menacing? Helmets with eye designs are usually made to intimidate those who look at them, and I don't really think ^^ matches the skin too well..
I know the shape is supposed to mimic classic Teemo's eyes, but... this teemo isn't really giggly like classic Teemo either so...
Changing those glowing yellow eyes to a different (more rounded) shape might be too reminiscent of Veigar. You could say they're shaped like that for irony... Omega Squad Teemo is a very dark-themed skin. Nothing else about it suggests humor or glee; as you already mentioned, the eye slits are made to fit Teemo's eyes, anyway. Think of it like a human skull. It looks like it's grinning, in a way, but it's actually very grim/dark as a symbol.
I think it would be more fitting to have the red dots for eyes as seen in the teaser page. It fits way more than the yellow ^ ^ eyes.
I'd keep the ^ ^. But maybe add that lens flare psycho vision that is sometimes depicted. Ever seen those teemo diamond eyes? Maybe have those when you do "W".
