Inspiration Keystone; Rapidfire-Overdrive. (Or the U-R-F 9000)

A keystone that sets the CDR cap to 80%, but does NOT provide the cdr, just raising the cap.

Is this broken? most likely. But eh, im not seeing any other inspiration rune ideas, so here's mine.
