Helios, The Dying Flame
Region: Noxus
Lore: Something to do with him being an experiment, kinda like Zac, but this was a suicide bomb experiment, planning on using captives as weapons in war. He excelled so much in his newfound abilities that he was given a title and freedom from prison, in exchange he would lead armies into battle for Noxus. Dying Flame became his title as he would snuff the life out of his foes... with fire. Basically he doesn't hate Noxus, he just enjoys blowing people up, like a true villian. I made his abilities very distinguishable from brand's abilities. And he actually has support like qualities. I know I know, we already have a fire mage... But come on, his abilities are unique yeah?
Abilities
Passive: Forest Fire Every 45-15 seconds Helios gains Burning Bush. Decreased/increased by 5 at levels 3/6/9/12/15/18. Burning Bush: hitting a bush with an ability burns it for 15-45 seconds. Burning bushes deal 2/4/6/8/10/12/14(+5% Ability Power) magic damage every 0.5 seconds
Q: Burning Sky | CD 14/13/12/11/10 | Cost 60/70/80/90/100 | Range 600+250 Helios makes a sphere of fire fall from the sky and then roll a short distance. The initial impact causes a small explosion that deals 40/60/80/100/120+(30% Ability Power) Magic Damage and then it rolls and deals 60/90/120/150/180+(45% Ability Power) Magic Damage to all enemies hit along the way. If both parts hit then the target is stunned for 0.5 seconds. Controlled like Viktor's laser
W: Flaming Ring | CD 22/21/20/19/18 | Cost 70/75/80/85/90 | Range 500 | Radius 300 Helios creates a ring of fire in an area that deals 40/55/70/85/100+(25% Ability Power) Magic Damage whenever passed through. The ring lasts 4 seconds, and can only damage units once every second. While creating the ring Helios swings his weapon around dealing 70/110/150/190/230+(10% of Helios' Max Health) Physical Damage to nearby units and knocking them away.
E: Fiery Finesse | CD 15/14.5/14/13.5/13 | Cost 40/50/60/70/80 | Range 500 Helios enhance a target's weapons and fighting skills, granting them +5/8/11/14/17+(1% Ability Power) Bonus Lethality and Magic Pen, and +10%+(4% Ability Power) Movement Speed for 3/3.25/3.5/3.75/4 seconds.
R: Kamikaze Inferno | CD 200/170/140 | Cost 100 | Helios gains +20-80% Movement Speed depending on how low his life is, Crowd Control Immunity, and the ability to move through units. When Helios makes contact with an enemy champion or Epic Monster he takes 50% of his current health as true damage and deals 250/400/550+(150% Ability Power) Magic Damage to all enemies within 250 units and ends Kamikaze Inferno. Lasts 5 seconds. Killing a champion with Kamikaze Inferno reignites Helios, making him ready to blow up again.
Passive: Cauterize Hitting allies with abilities heals them for a percent of their missing life.
Burning Bush heals for 1%+(0.1% Ability Power) of their missing life. Q explosion heals for 6%+(0.6% Ability Power) of their missing life. Q roll heals for 8%+(0.8% Ability Power) of their missing life. W heals for 4%+(0.4% Ability Power) of their missing life. E heals for 5%+(0.5% Ability Power) of their missing life.

Burning Bush passive is triggered by all abilities except E. And can only affect 3 bushes max.
