Champion Builder

So I was thinking about me you and every other regular joe who likes to make champion designs. Wouldn't it be so helpful if Riot made a champion design program? Like you basically use different options and text code to make a rough idea of how you want your champion to play. and then you could load it up in a bots vs bots game. The champion visuals would just be generalized as the main thing you'd be focusing on is gameplay and balance.
