How about someone strong on countering

I remember a while back watching a video about I forgot what champion but a video made by someone talking about a concept of a huge counter based character and then saying that would just not be able to work, well over the time I thought about that and well I think I came up with something viable for a counter based character not broken or underpowered, I never can come up with names so let's get on with the champ, the passive is (all of these names are made up so bare it) master of countering, his passive is to let his skills get special upgrades depending on what he counters similar to how khazix works but different, his first is his signature his ability counters 1 incoming anything and depending what he counters it effect differers if it's a range projectile he'll send it back but it's much much weaker and much slower, if its a aoe or auto attack (ranged or melee) he will swing his blade in a small cone not returning their damage but using his own, if you upgrade his 1st to ranged projectiles it loses most of its NEGITIVE speed and slightly stronger If it's upgraded to melee/aoe it's damage scale ing is greater and the cone becomes a full swipe,his second is unique it's a ability that can't be using unless he uses his first so when activated it allows him to go in stance that he takes significantly less damage can move but it only last like 2 seconds what does it do well everything that's incoming to him will charge it's end result so heals damage anything so at the end the storage empowers his damage depending on how much sht happened to him so if only a small amount of things will minor ot boost him but focus damage healing will make him go from weak pokes from a stick to hitting you with a truck it only has one special upgrade where it makes incoming heals stronger and a slightly better damage reduction, his third is a basic dash it dashes through everything n sht but what makes it simple is that I put has a rather low Cooldown and all of his abilities can be used while dashing it doesn't have a special upgrade but it's cooldown does scale quite abit, his ult makes him enter a special mode where his abilities gain temporary extra effects his 1st will counter every incoming thing during its duration and extending his 1st duration by 1 second his 2nd ability will now charge much faster, and his third will gain a significant dash length, what's your thoughts on this and what would you change?
