Revised 16 Champion Concepts.
This is basically a re-post of some concepts I did 2 years ago(under the username Titanite Demon), either right before or right after
came out. So if you see any similarities then... I must've had a good idea? :D I'll try to point out some that I think are very close to newer champion mechanics or abilities.(I DID change some abilities and whatnot from the original)
The damage numbers and mana cost obviously would need to be tweaked, but it's nearly impossible to test them out. I did however use a calculator to quickly add up bonuses from items and check how powerful the abilities could be, so I did just about as much as I could, nothing should be insanely op. But if you figure out a better way to work something then please inform me. I'm not the sharpest tool in the shed... still a tool though.(These were tested before some items were changed I will probably add comments below to tweak certain abilities if needed)
I tried to make each champion have a unique play style and build. And I'll add in a picture for reference as to what I think they should kinda look like(The first two are done by me; the rest I found on Deviantart). Here they are!

The first two are rather complicated champions, buuut I like complicated. The rest should feel rather nice and easy to understand how they function and what roles they would play.

Passive:Adaptability Gain benefits depending on which class you currently are. Warrior: +2% damage reduction and tenacity per level. Rogue: +1%MS and +10 ATK range per level(420 base range). Mage: Basic attacks deal 50% Attack Damage + 25% AP and are ranged(420 range).
WARRIOR Q:Flask of Life Heal yourself for 70/140/210/280/350+20/21/22/23/24% of missing life over 2.5 seconds. W:Counter Attack Block all incoming attacks or abilities within the next .3 seconds and gain +40% movement speed for 1.5 seconds. If Atlas successfully blocks an attack or ability then Atlas' next basic attack becomes empowered and deals true damage to a unit and knocks them airborne for 1 second. E:Dodge Roll Roll in a direction and become untargetable for 0.5 seconds. The distance gets increased per level by 25(250 base).
ROGUE Q:Burning Oil Quickly throw a bomb dealing 40/100/160/220/280+(40% Ability Power) damage to enemies in a small aoe over 2s. And leaves after burn that reveals the area for 8s and slows for 25%. W:Destructive Great Arrow Steady yourself for a long range shot dealing 60/110/160/210/260+(35%AP/75%AD) damage and causing in aoe explosion reducing targets AR by 30/32.5/35/37.5/40% for 4s. E:Rush Attack Dash a short distance and attack with twin blades dealing 50/90/130/170/210+(100%AD) damage.
MAGE Q:Archaic Curse Curse the ground beneath your enemies, silencing them for 1/1.25/1.5/1.75/2s and reduce all healing on them by 40/50/60/70/80% for 5s. The area grows over 2.5 seconds. W:Arcane Lance Fire a piercing bolt in a target direction damaging all enemies hit for 60/135/210/285/360+(75% Ability Power) magic damage and reducing their MR by 30/32.5/35/37.5/40% for 4s E:Soul Vortex A moving aoe that slows enemies by 35% and deals 80/140/200/260/320(+100% Ability Power) magic damage over 3 seconds.
R: Change Class Change between 3 classes, Warrior, Rogue, and Mage. Each class has different skills and functions differently. Store 1 charge every 10 seconds(max 2). And reduce all other cooldowns by 2 seconds when used. Passive: Lvl2-4 +5% life, mana, atk spd, crit, and cooldown, and +50% life regen per level.

Passive:Death's Embrace Hilol recovers 2% of his max health every time he kills, this is increased to 5% for cannon minions, 10% for large monsters/siege minions/assists, and 15% for Champions or Dragon/Baron. He also cannot be healed and receives no Lifesteal or Health Regen, but receives 0+(4%LS Heal/30%Health Regen)+10% of healing received as bonus AD for 4 seconds instead. Fountain functions as normal. Skills that revive him do so with 1 Health because he can't be healed.
Q:Divide Asunder
Hilol runs forward and swings his scythe from behind him to his front from the right side in an arc dealing 60/90/120/150/180+(100% Attack Damage)+10/11/12/13/14% of target's missing health as physical damage to all enemies hit.

W:Skeletal Frame Hilol splits his skeleton in half and allows it to move around for 5 seconds, the skeleton moves 15/17.5/20/22.5/25% faster then Hilol. Recast to teleport and rejoin your skeleton, removing any CC or DOT. Receive 50/45/40/35/30% of all damage received by the skeleton.
E:Hand of the Damned Hilol stretches out a skeletal hand, slams it to the ground, and claws it back in. Deals 70/90/110/130/150+(50% Attack Damage)+(80% Ability Power) magic damage +1% per 2% Hilol's missing health and slows for 35% for 2 seconds. Gain 30/35/40/45/50% more health from units killed by this ability.
R:Osseous Serpents
Hilol covers himself in bones reducing damage received by 40% and consumes each damaging auto attack or spell taken as charges for 5 seconds, at the end or when recast he releases 1 Serpent per charge dealing 50/65/80(+20% Ability Power) magic damage each over 3 seconds in an area around him. DOT effects add 1 serpent per second.

W:Accept Your Fate! Detias conjures 4/5/6/7/8 blades of focused magic that encircle and spin around him. Each blade deals 10/14/18/22/26(+10% Ability Power) magic damage, every blade that hits the same target deals 15% more damage for up to 152/174/201/231/266% damage on the last blade. Recast to shoot the blades outward and deal 50/65/80/95/110(+35% Ability Power) magic damage. Blades automatically shoot out when it ends. Lasts 8 Seconds.
E:Stand Aside! Detias rushes forward with his shield and knocks away all enemies in his path. Deals 60/120/180/240/300(+40% Ability Power) physical damage.
R:Oh Ye Mortals!
Detias instantly gains passive stacks per nearby enemy and begins channeling.
After 0.5 seconds he is able to unleash 5 greater magic blade slashes in an area around him, with 0.3 seconds between them. Each slash deals 30/60/90(+25% Ability Power) magic damage.
The Channel lasts 4.5 Seconds. Half the cooldown is refunded if he cancels without attacking.

Passive:Thought Theft Every time Ielos hits a champion with a basic attack he steals 10% of the experience they receive for the next 2 seconds.
Q:Seeing Double
Ielos makes a duplicate image of a target allied champion that lasts 1.5/2/2.5/3/3.5 seconds. Pressing Q while active will move the duplicate image.

W:The Ground Is Lava! Ielos makes an area on the ground become lava for all those who enter it over 5 seconds. Deals 10/20/30/40/50+(15% Ability Power) magic damage each second and slows everyone in it by 20%. Enemies who are not in the area cannot see the lava.
E:Hemorrhage Ielos deals 75/120/165/210/255(+80% Ability Power) instant damage and stuns the champion for 0.5/0.75/1/1.25/1.5 seconds.
R:Inner Conflict Ielos delves deep into a champion's mind and reverses their thoughts of friends and enemies. Causes a champion to stop and attack allies for 2 seconds.

Passive:Magic Experimentation +5% max cooldown Reduction and cooldown reduction. Cooldown reduction is converted into Critical Spell Chance. Any magic damage other than Summoner spells can critically strike. Spells that critically strike deal 200% damage, and 150% for items and keystones.
Q:Runic Circle Yuriy creates a magic circle on the ground that explodes when stepped on by enemies dealing 60/100/140/180/220(+50% Ability Power) magic damage.
W:Spell Mirror Yuriy summons a magic wall that reflects all incoming projectiles for 1/1.25/1.5/1.75/2 seconds. Reflected projectiles deal 20% damage. All reflected spells aren't modified so they can't critically strike. 350 Width.
E:Forbidden Sight Yuriy can either turn an ally invisible and grant them 20% Bonus Movement Speed for 2 seconds or blind an enemy for 2 seconds and cause them to take damage. Blinded enemies take 60/90/120/150/180+(40% Ability Power) magic damage.
R:Apex of Sorcery Runes surround Yuriy as he unleashes his ultimate spell, causing a huge beam of magic to crash into the ground after 1 second and grow for .5 seconds until it bursts apart and sends an enormous wave across a huge area in all directions. The beam and wave deal 135/170/205+(35% Ability Power) magic damage. Enemies caught in the beam take +50% damage. And the wave slows enemies hit by 40% for 2 seconds. Deals 50% damage to minions and monsters.

Q:Aphotic Geyser Dae'Mon opens a rift in the Void that gushes out energy towards him and then after a delay shoots out from in front of him, the size of the second burst increases by 10% per enemy hit by the first burst and the damage increases by(5% Ability Power) per enemy hit. Both bursts deal 30/50/80/110/140+(40% Ability Power)
W:Dominate Will Dae'Mon Forces the target to hit itself, deals 35/40/45/50/55% of the targets Attack Damage or 20/25/30/35/40% of your Ability Power in true damage, whichever is greater.
E:Omnipotence
Shoot out homing beams of dark energy at nearby enemies. Shoots out 4/5/6/7/8 beams per second that deal 10 + 1% of targets current life(+0.1% per 50 Ability Power)magic damage to random nearby enemies.
Drains mana until deactivated.

Tay'Eth Heart Of The Void
Passive:Satiate Tay'Eth has Void Essence which is used for its abilities. Tay'Eth gains +1 max Void Essence per unit killed and +5 per Champion killed/Assist. Tay'Eth grows in size by 1% per 1 Void Essence. Also, Tay'Eth's Basic Attack is replaced by a constant damage to units touching it, deals 10-25% of max Void Essence+10-25% of current Void Essence as magic damage every half second, and can still trigger on-hit effects. Regenerates at +50 per 5 seconds, and gets increased by +10 every 3rd level. Starts with 100 VE(500 Max).
Q:Surging Matter Tay'Eth seperates itself and can slowly move around for 2 seconds, reactivate to send Tay'Eth hurtling toward a direction. Farther distance the longer it's charged. Deals 30/60/90/120/150+(50% Ability Power) magic damage to all enemies caught along the way and a bonus 50% max Void Essence to those at the point of impact.
W:Dark Shriek A loud sound bursts forth and all nearby enemies to take 60/100/140/180/220+(80% Ability Power) magic damage and are feared for 1/1.25/1.5/1.75/2 seconds.
E:Deepen The Wound Empowers the target's next basic attack or single target spell within 2 seconds to deal 15/30/45/60/75+(15% Ability Power) bonus damage and render the target blind for 1.5 seconds.
R:Manifest Tay'Eth splits the rift between dimensions and corrupts a large area for 3 seconds. During this time Tay'Eth cannot be controlled or targeted. Every enemy champion takes 150/225/300+(80/90/100% Max Void Essence) as magic damage over the duration and are revealed.

Q:(To be decided) Omri empowers his next basic attack to heal him for 10% of the target's max life and cause the target to bleed for 30/45/60/75/90 + 10/11.25/12.5/14.75/15% of their missing life over 3 seconds.
W:(To be decided) Omri stabs his sword into the ground with such force that it sends all nearby enemies airborne for 1 second. Deals 60/100/140/180/220+(+100% Attack Damage) physical damage.
E:(To be decided) Omri flips backwards with his sword dealing 50/80/110/140/170(+140% Attack Damage) physical damage to all enemies hit.
R:Adreneline Passive: Gain 10/15/20 cooldown reduction. Omri doubles his cooldown reduction - breaking the normal limit- for 5 seconds.

Passive:Salvation Taking damage from Champions heals allies in an area around you for 10% of all damage taken(before resistances) for 10 seconds. 60sec cooldown.
Q:War is Peace: Dash forward and deal 80/110/140/170/200+(70% Ability Power)magic damage to all units in the line, and taunt units hit by the end of the dash. Taunt lasts 2/2.25/2.5/2.75/3 seconds.
W:Raise Morale: Grant a unit increased AD by 8-40 (+15% Bonus AR) and increased AP by 12-60(+30% Bonus MR). Lasts 4 Seconds.
E:Resilience: Absorb 40-60%(+1% per 5 Bonus AD) of all damage for 3 secs into a shield for 3-5 secs. CC reduced by 40-60% during the time. Passive: Deal 5-30 (+2% Max HP) as true damage on hit.
R:Pacifism Force all units in a large area around Quest to stop all actions. Immediately heals everyone for 200/300/400 health, and Silences and blinds all champions for 5 seconds.

Passive: Puppet Master
Umbra controls a puppet called Oskom. Umbra cannot basic attack but instead uses Oskom to attack for her. Oskom can be moved by Alt-clicking, moves at a speed of 550+(100% movement speed bonus), and has an attack range of 150 with a maximum distance of 400 unless using an ability. He stays in the same relative position to Umbra unless given an order.

functioning, however this is kinda reversed as Umbra doesn't do anything... except command the puppet)
Q:Return To The Heavens Oskom grabs a target and throws it in the air for 1.5 seconds dealing 40/70/100/130/160+(130% Attack Damage) physical damage.
W:Death Warrant Oskom charges up a horizontal swing that deals more damage the longer it's charged. Up to 2 seconds. Deals 60/100/140/180/220(+40-100% Attack Damage)physical damage + 5-20% of the target's missing life. Oskom moves 80% slower while charging.
E:Dark Arrival Oskom teleports a short distance and fears nearby enemies on arrival for 1/1.25/1.5/1.75/2 seconds.
R:Clad in Darkness Umbra becomes sheltered by Oskom's robes and is untargetable for 3 seconds. During this time Oskom can still use abilities, attack, and moves at 50% speed.

Passive:Loot Corpse
Xenos has 1 additional item slot that becomes a champion's random item when standing over a champion's dead body for 2 seconds, but the base stats are only 50% as effective. Boots can stack, actives work.

Q:Snatch Steal first projectile within the next second. Passive: Steal 2/4/6/8/10 gold and 20/25/30/35/40 mana on your next auto attack against a champion after being revealed. Lasts 3 seconds.
W:Pickpocket Turn Invisible and gain +30/35/40/45/50% movement speed for 2 seconds. Your next basic attack within 3 seconds grants up to 5/10/15/20/25 gold(50% for non-champions) and deals 10x the amount in bonus damage.
E:Faulty Wares Disable all the passives and actives on items of an enemy champion for 2.5/3/3.5/4/4.5 seconds.
R:Refund Shoot out stolen projectile for 70/85/100% damage.

Passive:Pain and Suffering You and nearby allies deal 10% additional true damage but also take 5%.
Q:Respite and Regret Shield an enemy for 50/70/90/110/130+(35% Ability Power) damage for 3 seconds and then deal the same amount in true damage after the shield decays.
W:Trial and Patience Deal 40/60/80/100/120+(50% Ability Power) to an ally(can't lower below 1 health), grant them 25/27.5/30/32.5/35% damage reduction for 1.5 seconds and then heal them for twice the amount.
E:Be Calm and Sleep
Shoots out a magic wave that causes all champions hit to fall asleep for 2/2.25/2.5/2.75/3 seconds. Sleeping enemies cannot do anything but wake up once attacked. Also cures all allies along the way of any debuffs.

The time is refreshed if the target dies while affected and lasts 3x as long on non-champion units. (New champ coming out I guess... sigh and I thought it was rather original, well if you target an ally anyway)

Passive:Broken Shards Phylix's next basic attack will deal 8% Ability Power bonus magic damage per spell cast. Or deal 60% Ability Power as bonus magic damage if at max stacks. Up to a max of 6 stacks. 8/16/24/32/40/60% respectively.
Q:Ricochet Phylix shoots out a thin shard that ricochets off walls twice and deals 40/80/120/160/200+(50%AP) magic damage to the first champion hit. 50% more damage per ricochet. Passes through non-champion.
W:Fractured Floor Phylix makes the ground rigid and sharp causing all enemies who touch it to bleed for 70/120/170/220/270+(50% Ability Power) damage over 5 seconds. Lasts 5 seconds.
E:Shatter Phylix causes a thousand shards to erupt from the wall dealing 50/100/150/200/250+(70% Ability Power) magic damage and knocking enemies away.
R:Dividing Spear Phylix creates a large shard that upon recast can split in half twice. Deals 150/300/450+(100% Ability Power) magic damage, but deals -25% damage per recast. The shard moves slower than most projectiles, and split offs go at a 30 degree angle difference. Recastable twice.

Passive:Dual Penetration Basic attacks lower the target's Magic Resist by 20% AD and spells lower the target's Armor by 20% AP for 1.5 seconds.
Q:The 4th Wall Teleport and burst out from a wall, dealing 50/100/150/200/250+(115% Attack Damage) physical damage to all enemies in the area, and slowing them by 20% for 1.5 seconds.
W:Orb of Pursuit Seeks after target enemy and deals damage to all targets along the way. Really slow moving projectile that deals less damage the longer it lasts and slowly gets faster. Deals 3% less damage per second, disappearing after 33 seconds. Moves at 150 movement speed and increases by 15 every second. Deals 80/160/240/320/400+(100% Ability Power) magic damage to the target and half damage to enemies hit along the way. Stuns the target for 0.5 seconds.
E:Life Link Link the target's health with the next enemy hit. Damage is divided evenly among the two. If the target is the next enemy hit then instead the target takes 0.5% more damage per 1% of their missing health for half the duration. Lasts 3/3.5/4/4.5/5 seconds. Can also be cast on allies, when done so it links them with you and damage is divided evenly between you and them. Passive:Heal for 1/2/3/4/5% +(1% per 20 Ability Power) of spell damage dealt to champions
R:(To be decided) Impales a target with both glaives and then charges magic into the blades and rips them apart. Deals 100/150/200+(100% Bonus Attack Damage) physical damage initially and then deals 100/150/200+(90% Ability Power) magic damage after 1.5 seconds. Target is suppressed during this time.

I'm going to have to change the stats a bit for some of the champions, since I think I mostly just copied and pasted and didn't bother changing most of the stats. And I did most of them awhile ago, so I don't feel like looking over the numbers right now. But other than that they should be rather unique from each other.
If you have any questions about how an ability functions, like it's radius of damage or something, then feel free to ask.
"Mostly I just wanted to put this up because I think some of the abilities could be implemented rather well, like the sleeping one; League needs a sleep cc." I said that before 
And please keep in mind how "op" some of the current champions are. IE:
infinite scaling AP,
double crit,
infinite scaling hp,
...
. And how some champs literally didn't exist yet.
