How will the 10 minutes free boots rune work with 
? Is that just a useless mastery on her? Or will there be like she gets the extra movement speed.

She doesn't benefit from them at all. This was confirmed when the boots rune was first revealed however it might have changed since.
Meddler already says you get nothing from that rune as cass [cass-cry]
