Champion Concept: Phylix, The Hexmage
Phylix, The Hexmage.
Passive:Shards of Analysis All cooldown reduction is converted into Critical Spell Chance, up to 100%. Phylix starts with 10% Spell Crit. Magic damage can critically strike. Spells that crit deal 200% damage, and items deal 150%. Keystones cannot crit.
Casting abilities grants Phylix Fragment stacks. Phylix's basic attacks consume all Fragment stacks to deal 4-6% Ability Power bonus magic damage per stack. Up to a max of 5 stacks.
Q:Fragment | CD: 9/8.25/7.5/6.75/6s | Cost: 50/55/60/65/70 | Range: 1,100x3 Phylix shoots out a thin shard that ricochets off walls twice and deals 40/60/80/100/120+(30%AP) magic damage to the first champion hit +50% more damage per ricochet. Passes through non-champion, reflects off of Spell Mirror. (Nidalee spear width)
W:Spell Mirror | CD: 20/18.5/17/15.5/14s | Cost: 70 | Range: 600 Phylix summons a magic wall that reflects all incoming spells for 2/2.25/2.5/2.75/3 seconds, and silences enemies who walk through it for 2 seconds. 300/325/350/375/400 Width. (Casting works like Anivia wall)
E:Shatter | CD: 11/10/9/8/7s | Cost: 40/45/50/55/60 | Range: 800 | Damage Range 400 Phylix causes a thousand shards to erupt from the wall dealing 20/30/40/50/60+(25% Ability Power) magic damage, knocking enemies away, and then leaves shards on the ground for 1 second that cause enemies to bleed for 40/80/120/160/200+(40% Ability Power) physical damage over 2 seconds. This may be cast on Spell Mirror, when done it will restore 4% max mana for each enemy hit, doubled against champions. Also when Shatter is used on Spell Mirror half the cooldown is refunded and Spell Mirror breaks..
R:Interference | CD: 150/130/110 | Cost: 125 | Range: 600 | Radius 450 Phylix creates a large circle nearby that lasts for 8 seconds, which freezes all enemy champions in time for 0.2/0.25/0.3 seconds every second and slows enemy projectiles by 50/70/90%.

So a skill shot mixed in with auto attacking mage, who excels in mage vs mage fights, and is good at disengaging or turning bad team fights in his favor.
He is offered no real good escapes in his kit.
His skills have set cooldowns as cdr is converted into spell crit and therefore doesn't lower cooldowns.
He is a late-game dominating champion but a very weak early laner.

Good potential as a support.
Recommended items for mid lane:
Infinity edge with 30% item crit(cdr), 10% rune crit(cdr), and 10 passive crit, caps you out at 100% spell crit chance, granting:
Between 240+(60%AP) - 480+(120% AP) on Q.
120+(50% Ability Power) and 200+(40% Ability Power) on E
60% max Ability Power from passive stacks.
112.5% Base AD +(75% Ability Power) on Lich Bane
150+(15% Ability Power) on Luden's
Grand total of level 1,260 + 360% ability power which if at 560 AP would be 3,276. Not over powered at all, especially compared to Vei or Vel, getting 2k just on ultimate.
Or you could swap out
for
adding a 379+(45%AP)[631 damage], a slow, and sustain.
Or you could go for:

Granting 60% crd with 25% from runes and 10% from passive, for 95% crit chance and around 800 AP.
300+(30% AP) icicles. Total of 1,490 + 390% ability power for 4610 damage.
Veigar is around 1,000+ Ap with normal build, with 320% ap ratio. Total of 4380, with 2 abilities on about a 2sec cooldown and a 2.5s stun.
Biggest strengths are probably his lichbane/luden damage increase and his Q range. Mirror can easily reflect 1 spell, but once noticed it is easy to hold off casting another spell for only 3 seconds. R is also a good strength, but does nothing if enemies leave so it must be used correctly.
Lore: basically he was a great mage from Shurima who used glass for his spells, a difference from most people trying to implement sand, but he wanted more power and couldn't advance further in his studies of magic. So he traveled and found Zaun where he heard about Viktor, a man who was ascending his mortal form through augmentation, he then implemented that ideology to his magic; augmenting his spells with Hextech science, constantly upgrading them with new formulas.

's spear width it would be very hard to hit.
-I'd say don't let it pass through units other than enemy champions since a good Phylix player can easily cast his Q around minions. The ability phasing through units would just cause players to throw his Q directly at an enemy instead of working their way around the minion wave.
e but more rectangular (a standing obelisk) it would work better but just my thoughts
